Projektbeschreibung

I am looking for a Commissioning Manager for my local authority client to take lead responsibility for the establishment and implementation of commissioning of services to achieve a programme of national and local objectives and priorities set which include:

Commission a defined range of high quality, responsive and efficient health improvement services for the local population - that both fit strategically and improve health.

Develop and implement the elements of commissioning, contracting and performance management frameworks

Play a major role in assisting the development and implementation of an appropriate framework for areas of responsibility to support delivery of the commissioning agenda ensuring that the 8 steps in the commissioning framework are achieved

These are:
*Putting people at the centre of commissioning
*Understanding the needs of populations and individuals
*Sharing and using information more effectively
*Assuring high quality providers for all services
*Recognising the inter-dependence between work and health
*Developing incentives for commissioning for health and well being
*Developing local accountability
*Developing capability and leadership

The post holder will be responsible for a defined area, either sexual health or healthy lifestyles (including smoking cessation, healthy eating, early diagnosis of disease and health checks).

Responsibilities listed below:

Playing a major role in the development of evidence based strategic plans to deliver high value services across the service areas of the local Health and Social Care economy for which the post holder is responsible. This will include identifying priorities for the commissioning of services with key stakeholders and developing a programme for implementation within the available financial resources.

*Report progress against performance targets and strategic objectives through various Senior Management Forums and Executive Boards, including the Health and Wellbeing Board.
*Undertake benchmarking activities across the service as a whole, both with local/regional and national agencies, including the analysis of information and outcomes to increase awareness of the positioning of the authority and highlight areas to improve on outcomes.
*Work jointly with public health colleagues to assess the evidence for different interventions and models of delivery, developing and implementing strategic recommendations for public health services.
*Delivering effective strategic leadership within Adults Commissioning. This will include increasing scope as appropriate and ensuring that staff skills and abilities are developed.
*Working to develop and apply a transparent prioritisation methodology in collaboration with stakeholders and clinical commissioners taking into account national priorities, local targets and achieving financial balance to make a significant difference to the health of residents.
*Leading the shaping of the structure of service supply in the specified area, working with neighbouring commissioners where appropriate. This will include robust capacity planning, shaping the provision of services with Health partners and stakeholders, GP practices, Local Authority, independent and Voluntary and Community Sector providers to ensure effective service delivery.
*Lead the work for the service to determine local priorities for developing and transforming services, local communities, the public professionals and partner organisations using health needs assessment, community intelligence and benchmarking information ensuring effective provision and real patient choice
*Leading the development of commissioning strategies for the commissioning area commissioning to achieve the outcomes by the service.
*Working with Public Health on the development and analysis of the elements of joint strategic needs assessment.
*To ensure the active engagement of users, carers and staff in the development and delivery of services, including managing the communication requirements.
