Commercial Manager

4 month contract for a Commercial Manager required to work for a Central Government client based in Leeds.

BACKGROUND:
The role holder will sit within the Commercial and Finance Directorate. The successful candidate will work under the direction and mentoring of a senior Commercial Manager, however the ability to act on own initiative, learn new skills and take ownership of structured workload will be essential. Previous work experience in a legal, financial or commercial environment is essential.

MAIN DUTIES/RESPONSIBILITIES:
Responsibilities will include.
The review and drafting of contractual and procurement documentation;
. Preparation of documentation for issue to bidders and third parties within the procurement process, including instruction documents and preparatory documents for face to face meetings;
. Attendance at confidential meetings, internal and external, including producing meeting minutes, action logs, clarification notes and making amendments to contract documents;
. Commercial support to the project related to the development of Contract, including interface with external legal advisors;
. Management of communication mailbox with bidders and communication channels with internal stakeholders (working closely with project Stakeholder Lead);
. Updating commercial documentation following internal review cycles and controlling document versions;
. Preparing contract summaries and briefings for project team on contractual issues arising;
. Develop the structure of procurement processes including working with key stakeholders to develop effective suits of procurement documentation including OJEU adverts, evaluation criteria
. Management of the procurement process, including providing commercial assurance of the process, managing legal input to each of the procurements and commercial interaction with bidding suppliers;
. Delivery of commercially sound and procurement compliant contractual outcomes;
. Commercial leadership of market viability and market engagement, including developing effective market engagement mechanisms to enable such interaction whilst remaining within procurement parameters

SKILLS/EXPERIENCE REQUIRED:
We are seeking candidates with strong commercial and contract management experience within a high profile environment, who have the personality and attitude required to work collaboratively with a range of project team members. The successful candidates will operate under the close direction of a senior commercial specialist, and the workload will be varied. The individual needs therefore to be able to juggle priorities and work well under pressure. You should be of a positive outlook and able to communicate very well with people verbally and in writing.

Essential.
Experience of working in a collaborative environment, preferably within commercial or legal organisations, interacting with wider team members. Experience of preparing documentation and presenting/communication on contractual issues. Experience of operating in a fast paced customer facing environment, managing conflicting priorities

Desirable. Commercial knowledge around procurement law or the life cycle of large procurement projects. Knowledge of ICT contracts or technical knowledge around IT law and/or the NHS National Programme for IT

FORMAL QUALIFICATIONS REQUIRED:
Essential. Significant experience in similar commercial and/or procurement roles (E). Educated to degree level (E)

Desirable.
Relevant professional qualifications, eg CIPS, Institute of Commercial Management or other membership of relevant professional body (or demonstrable equivalent practical experience) (D)
