CLINICAL PROCUREMENT MANAGER

Description
Provides operational clinical procurement support to Delivery Teams assigned to global Drug Projects, and to regional functional managers as appropriate. Support procurement activities across functions and globally, aligned to both support service level outsourcing & novel outsourcing requirements, as assigned. May lead negotiations and management of non-complex outsourcing projects.

Will be expected to have a full understanding of how clinical procurement contributes to achieving the objectives of the business. Will be expected to support the

clinical procurement strategy and see to that current decision making processes are applied within the clinical function. The role requires good communication skills as well as cultural sensitivity to support the delivery teams and when managing external service providers. Will be able to manage risk using evaluative judgments in non-complex situations.

MAJOR RESPONSIBILITIES/ACCOUNTABILITIES

- Support delivery team procurement activities as assigned, ensuring that the Clinical Procurement Strategy and Strategic Sourcing Strategies are applied to study teams within program of work.
- Negotiation of optimum terms, conditions and fees for external service providers in non-complex contracts.
- Support management of ongoing contracts and relationships between external service providers and delivery teams, including risk & issue management.
- Oversee implementation of a category (sub category or single geography) plan to ensure the expected business value is realised.
- Input into the development of category plans.
- Responsible for identifying and reporting value, as defined by business, ensuring tools, processes and timelines are delivered in line with requirements.
- Global promotion of best practise and continual improvement, ensuring industry standards are applied to team working as appropriate.
- Participate in determining non-preferred provider utilisation & selection of non-preferred provider as aligned to global clinical procurement processes
- Participate on, and in some cases, lead local and global initiatives to ensure standard processes and procedures as well as continuous improvement in the Clinical procurement arena.
- Develop, implement and maintain tools, systems and processes to support Global Clinical Procurement standards.
- Ensure compliance with Global Sourcing Strategy.
- Ensure the Clinical Procurement Process is Compliant with all relevant regulatory and AZ requirements eg Sarbanes Oxley, Code of Conduct, Financial Control Framework, GCP, Responsible Procurement, Supplier Sourcing Management Framework,etc.,
- Provision of training and compliance reporting of global clinical procurement

MINIMUM REQUIREMENTS -EDUCATION AND EXPERIENCE:

- University Degree or equivalent
- A knowledge of contract and procurement management, with specific eference to the pharmaceutical/health care industry.
- A demonstrated understanding of contracting/commercial processes and budget management.
- Knowledge of clinical and pharmaceutical drug development process at various phases of development

- Ability to manage multiple projects/tasks efficiently.

- Understanding of key service areas outsourced within clinical both with the business and cross industry.
- Understanding of Global outsourcing strategy and procedures.

- Requires cultural sensitivity when dealing with a wide range of key customers both within AZ and when representing the company externally.

- A knowledge of the precepts of Corporate Governance requirements
- Experience in analysing CRO costs and delivery to identify trends and to benchmark against industry standards.
