Overview of the Project

The Defence Information Infrastructure (DII) programme is replacing numerous individual information systems throughout the MOD with a single more efficient and integrated information infrastructure.

It is the biggest single infrastructure project to date rolled-out in Europe and will provide full operational capability for 300,000 users on around 150,000 terminals across approximately 2,000 MOD sites worldwide. This will be implemented across Fixed sites (UK and abroad) and Deployed environments (Land and Maritime).

It will include Local Area Networks (LAN), Servers, Workstations, Printers and associated software as well as messaging and core IS tool-sets. The scope does not embrace Wide Area Network services or Business Applications but DII will be responsible for deploying these.

The Project Consortium was formed in March 2005 with the objective to deliver the Defence Information Infrastructure Future DII(F) contract.

The Consortium comprises of four Partner companies and each Partner has extensive experience and knowledge of major technology implementation programmes in both the public and private sectors. In addition they have a broad experience of working in long-term partnerships with the MOD and in many instances, with each other to deliver highly complex military and public sector programmes.

Each Partner has dedicated Defence business units with direct involvement in many of the existing business-space and Battlespace systems that will be supported and/or interface with systems running on DII (F).

Job Description

Change Finance Lead is responsible to the Change Deliver Lead for IFS for ensuring that all finance activity relating to Change is managed and presented to the relevant project and client Corporate boards in a timely manner. Specifically, the Finance lead is ultimately responsible for the provision of Financial Outlooks, M Reviews, Risk and Ops, Flash reports & associated MI. The Role is the primary interface between the Business ABM functions, Defence Finance,
- Setting and agreeing Standards and Submissions/representations of financial nature
- Managing risks, issues and escalations,
- Identifying critical issues which impact billing/revenue;
- Change M Reviews
- Visibility of BOM expenditure
- Tracking and recording deviation from agreed Budgets
- Crystallising Risks and Ops into and collating Financial OL's on behalf of Change
- Support Project and Programme Cost tracking
- Manage Adjustments to Plan of Records with Prog M's
- Define and Support the generation of WBS structures to manage business
- Risks and Oportunities/Financial exposure
- Payment Milestone Tracking

Required Qualifications/skills

GENERAL SKILLS/EXPERIENCE

- Fluent written and verbal English skills, along with excellent communication/reporting skills

SPECIFIC SKILLS/KNOWLEDGE

- Accountancy - Formal qualification preferred but min 3-5 years' experience
- Project AND Programme Finances - Minimum 3 years' experience in manage project and programme finances.
