CHANGE AND RELEASE MANAGER SAN JOSE, CA 14 MONTH CONTRACT

As part of our IT consolidation project to centralize IT services, we are immediately hiring a Change and Release Manager to help design and implement a county-wide change management organization and discipline. Currently we have multiple change management processes designed to fit their respective departments or agencies. You will be responsible for evaluating these current processes and designing a single change and release management capability that encompasses the needs of all departments. You will be responsible for designing the Change and Release Manager Policies and process utilizing ITIL v3 best practices. You will also guide the organization from the infrastructure through applications, systems changes, and releases continuously improving process maturity. You will provide additional advice on appropriate solutions by reviewing and assessing what we have and what we need.

One of the current issues is the many application upgrades that are dependent on browser settings/version or Workstation settings pertaining to Java. Each application may require unique settings in these areas and as we move to Cloud and Web based applications, testing and release processes are not appropriately covered and thus impacts other applications and causes conflicts, escalated help desk incidents, and potentially no quick fixes.

1. SKILL REQUIREMENTS:

- Excellent leadership skills
- ITIL Certifications (beyond Foundation) desired; ITIL Managing Across the Lifecycle certification desired; ITIL Expert Level within 1-2 years after hire
- PMP Certification desired
- Experience and knowledge of ITIL v3 Change and Release Management best practices
- Experience in using ITIL v3 Change and Release Management best practices for cross functional environments, including Infrastructure, Operations and Applications
- Excellent written and verbal communication skills
- Excellent coordination and listening skills
- Ability to clearly articulate messages to a variety of audiences
- Ability to establish and maintain strong relationships
- Flexible and adaptable; able to work in ambiguous situations
- Resilient and tenacious with an inclination toward policy and process
- Demonstrated ability to learn technical information quickly
- Team player able to work collaboratively and effectively with and through others, at all levels in the organization
- Problem solver; ability to guide changes in phased approaches
- Ability to assess and recommend toolsets, resource types, and governance oversight

2. EXPERIENCE REQUIREMENTS:

- 5 years of experience as an IT Change Manager
- 3 years of experience as an IT Release Manager
- 3 years of experience with IT Service Management principles, processes and methodologies
- 2 years of supervisory experience

3. EDUCATION REQUIREMENT

BA/BS at a minimum with Master's desired. Candidates will also be considered who have ITIL Certification requirements in lieu of BA/BS minimum education requirements.
