ROLE

Operating within the procedural guidelines to ensure public accountability, to provide a cost - effective services to clients, representing best value for money in the context of price and quality.

To provide support and work effectively as an individual and as part of a team in delivering a procurement service to the client within the local areas.

RESPONSIBILITIES

- Prioritize and plan own workload according to departmental needs
- Negotiation of contracts and the development of appropriate evaluation and monitoring schedules.
- Generate purchasing data from the various computerised purchasing systems to enable analysis of trends, identifying areas where savings or value for money can be achieved.
- To participate in the annual individual review scheme and participate in identifying objectives, training and development needs.
- To be aware of commodity' markets', maintain dialogue with existing and potential Suppliers and to conduct Supplier Appraisal. Consistently update product knowledge and an appreciation of developments to ensure that the clients gain appropriate advice and guidance.
- Contribute to discussions on service and policy development in the workplace.

SKILLS & KNOWLEDGE

- Knowledge of procurement acquired through degree or The Chartered Institute of Purchasing and Supply (CIPS), plus expertise in EU procurement and contract management obtained via further training and experience.
- Contribute to the achievement of agreed objectives, both personal and departmental, using own initiative within the professional guidelines defined by The Chartered Institute of Purchasing and Supply
- Provide detailed advice for guidance to Managers on procurement matters relating to their own area.
- Provide and receive complex information, discuss procurement issues with staff and suppliers which are often sensitive as the purchasing process must conform to the appropriate legislation and to Standing Financial Instructions and Standing Orders
- Thorough understanding and appreciation of procurement policy and procedures allowed under Standing Orders and knowledge and application of current European legislation affecting contractual procedures.
