BUSINESS SYSTEMS ANALYST SEATTLE, WA 10 MONTH CONTRACT

SPECIFIC JOB REQUIREMENTS: Position will perform business systems analyst roles on a project to implement clinical editing software into our claims system. Experience in the following areas is preferred:

- Clinical editing to support medical policy and reimbursement policy (experience with vendor software such as Optum's CES or McKesson's ClaimsXten
- Medical coding
- Medical claims processing

This position participates in the daily support, maintenance, and enhancement of existing systems, as well as the development, configuration and delivery of new systems to directly support Core Strategies and Key Initiatives. Specific duties include developing general and detailed functional requirements, creating and performing system tests, facilitating system configuration decisions, performing data conversion activities, and reporting progress in various formats for project management purposes. This position facilitates communication between technical and business staff by providing functional requirements and/or working with software developers to find the best solutions to meet the business requirements of various projects within deadlines.

This position requires strong interpersonal skills, self-motivation, good communication, a customer service orientation, tolerance for ambiguity, and demonstrated analytical skills. This position works both in a team environment and independently, under the direction and coaching of senior team members to meet the needs of the business customer.

QUALIFICATIONS AND TECHNICAL COMPETENCIES:

- College degree is desired in Computer Science, Mathematics, Business Administration or related fields
- College degree may be substituted by sufficient years of experience in the health care industry
- Minimum of five years experience in defining and analysing business requirements, process modelling, functional systems design or configuration and/or acceptance testing required
- Experience with a business area that is supported by this position (ie claims processing, membership processing, provider relations, etc.) required
- Understanding of various IT technical design documentation, such as data flow diagrams, pseudo-code and entity relationship models, for the purposes of review and evaluation of application design
- Initiative to introduce oneself to new technology and methodology available

ESSENTIAL FUNCTIONS:

- Accountable for functional system design and system configuration.
- Develop functional documentation for projects and system enhancements.
- Review and approve system and screen designs, logical database schema, report design, interface design, and conversion plans.
- Review and approve high-level data flows, functional and technical specifications, system implementation staging, change control, design alternatives, and functional system requirements.
- Write and execute ad hoc reports.
- Configure and build systems to meet business requirements as part of System Development Life Cycle.
- Document test expectations and outcomes at a level of detail that allows research and analysis.
- Perform regression testing of fixes, enhancements, and system upgrades.
- Coordinate testing activities with all appropriately assigned staff.
- Conduct unit testing of configuration.
- Perform post implementation quality assurance, troubleshooting, and issue resolution.
- Assist, when appropriate, in the training and communication of system changes for end-users and other impacted staff.
- Respond to customer inquiries regarding system functionality, modification, and status of issue resolution.
- Review and coordinate any security requests for the system.
- Review, analyze, and resolve sustainment issues associated with system and/or processes.
- Monitor and implement continuous process and system improvements.
- Develop SQL scripts that move data or update data in a manner that replicates online functionality.
- Build Facets table equivalents in MS Access for upfront review of BSA submitted data.
- Develop tools to support Facets/Business
- Develop and implement prudent Approach, Data Migration and Back up plans for any given update.
- Assist in development of Business and Senior Business Analysts and back up Supervisor as required.
- Perform in a project and staff leadership role.
