(BPMA)

Task Terms of Reference

Introduction
1. JANUS is an IT delivery project which is required to enable the Army Operating Model by efficiently linking operating processes and coherent management information to support Army Outputs and Outcomes.

2. JANUS is a Cat-B Centrally Approved Project valued at circa £80M over a 10 year period. At the time of writing the Project is progressing through the sign off process for the Initial Gate Business Case. This is expected to complete in May 14 initiating the Assessment and Demonstration (A&D) Phase of the project that will culminate with the submission of the Main Gate Business Case in circa December 2014.

3. The A&D phase of the project necessitates the initiation of a number of activity strands to gather information, specify the IT system and carry out a down select process of COTS software and services. The A
b. Provision of information to BPM vendors that is necessary for them to adequately submit their product and service offerings to the down selection process; and
c. Communication of BPM issues to the JANUS Project Team.

Description of Tasks
6. The detailed tasks for the BPMA:
a. Generate the BPM specific sections of the JANUS MOD Main Gate (MG) documentation set;
b. Generate necessary architectural documentation and support assessment of vendor BPM offerings during the A
c. Advise the Army Change Programme on business process automation;
d. Design and document BPM elements of the JANUS Architecture;
e. Work with the Technical Architect (TA) to create a Business Process "Design, Develop, Test, Implement" methodology;
f. Plan and document a migration policy that will ensure that implemented business processes are portable across different BPM platform providers;
g. Engage with the Army Change Programme and establish a routine for exchange of requirements and constraints in order to agree implementation priorities;
h. Support the JANUS Technical Architect to scope and prioritise data feeds and automation of applications;
I. Engage with market-place providers to develop a short-list of potential products, suppliers and services that meet the JANUS requirement;
j. Support AD JANUS in delivering a successful A
k. Provide subject matter expertise through the A and
l. Any other task related to the core role that may, from time to time, be required.

Contractor Requirements
7. The requirement is for a singleton post 5 days per week.
8. The successful candidate will:
a. Have strong written, verbal communication and meeting skills
b. Have experience capturing, programming and implementing business processes on more than one BPM platform from the following vendors: Open Text, Appian, Oracle, IBM, Software AG, TIBCO.
c. Have experience implementing an MDM strategy.
d. Be able to credibly articulate the cultural and technology adoption issues around implementing BPM.
e. Have strong communication and listening skills with the ability to produce written work (English) to a very high standard.
f. Have a minimum of 4 years experience working with the MoD on similar scale projects and will be familiar with military terminology.
g. Be a self-starter with strong team ethos and the ability to generate outputs to challenging time schedules.
h. Be self confident and articulate amongst peers, senior officers and external senior management (up to 3* level).
9. Qualifications & Credentials
a. Maths based degree level qualification
b. Experience and familiarity with BPMN 2.0
c. A broad range of qualifications or accreditations may support the candidate in this role but the principle requirement is to demonstrate a "significant contribution to" or "ownership of" a similar role in the past.
Security
10. The successful candidate will have the necessary security clearance to be able to immediately access MOD premises and information up to SECRET - UK EYES ONLY (SC).
Timescales
11. The contract should commence on: 1st May 2014
12. The contract is for 220 worked days, exclusive of pre agreed, non worked periods.
