The contract is with a consultancy to be on an assignment at a large European site in Brussels
CONTEXT/INTRODUCTION
The mission of DIGIT.B.2 is to deliver Digital Business solutions for the European Commission and its stakeholders as well as for public administrations and citizens in the Member States in cooperation with other Commission services. These Digital Business solutions focus on improving the Commission's efficiency using IT business solutions as an enabler and cost-saver.
DIGIT.B.2's activities focus on the development of information systems in different domains such as document management, knowledge management, crisis management, the internal decision making process of the Commission and the European Citizen's Initiative. DIGIT.B.2 manages the complete development life cycle of the information systems, including feasibility, study, business requirements, business process modelling, analysis, development, testing and deployment. Accompanying measures like training, support and the design of promotion campaigns are also managed by the unit.
DIGIT.B.2 works primarily, but not exclusively, with intra-muros consultants that are integrated in the project teams located in the Commission premises in Brussels. These project teams are supported by the DIGIT architecture office and by the Unit's quality team responsible for testing, deployment and project reporting.
This specific request is for the provisioning of consulting services for the DIGIT.B.2 unit.
As a reference, a non-exhaustive list of the projects of the unit is included hereafter: Decide, e-Greffe, CIS-Net, Vista, ECI, Argus, NOAH, e-TrustEx, Hermes, ARES, Nomcom, HRS, "On the Go", Basil, Petition, CNS, LegisWrite, LegisWeb and the European Citizen's Initiative.
DESCRIPTION OF THE TASKS
The specific tasks/activities under this request are:
- Review data model and propose changes to improve performance
- Help in the implementation of physical model based on logical models
- SQL and PL/SQL performance tuning

More specifically, the required specific expertise includes:
- Oracle Text deployment and configuration
- Oracle database tuning
- Data model design and optimization
