Business Case/Project Manager

I AM LOOKING TO HEIR A PROJECT MANAGER FOR ONE OF GOVERNMENT CLIENT. THE ROLE IS BASED IN SCOTLAND. ROLE SPEC BELOW.

JOB TITLE: BUSINESS CASE/PROJECT MANAGER

LOCATION: FASLANE, SCOTLAND

CONTRACT: 6 MONTHS (WITH POSSIBLE EXTENSION)

RATE: £330 PER DAY

ESSENTIAL EXPERIENCE:

- Working with people in complex projects environment, at pace, with agility to adapt & can do attitude, prioritizing competing issues in focused way.
- Ability to interpret detailed technical information and present strong evidence easily in succinct way setting out strategy for delivery.
- Ability to consider wide options to achieve outcome, challenging evidence with a view to strong ability to direct pitch presented in the business case.

RESPONSIBILITIES:

FUNCTION AS A DIO SENIOR REQUIREMENTS MANAGER AT HMNB CLYDE:

- Review and assess progress and report programme issues as part of the information required by PPD/PD to Programme Review and Demand Planning processes. Recommend corrective action or re-prioritizing as appropriate and ensure programme remains aligned with wider strategic management of the estate and raise issues.
- Act as DIO Customer/Capability interface for all requirements up to Main Gate Business Case and thereafter provide support to the identified delivery Project Manager throughout the life cycle of the requirement.
- Engage with delivery areas to ensure that all elements are coordinated and that cogent and coherent delivery timelines are used for programming activities
- The RM is accountable for all activity from the development of the requirement through stakeholder engagement, the specification of options for assessment study analysis (including drafting Task Directive), the acceptance of the recommended option and Business Case approval.
- Accountable for the development of infrastructure requirements arising from prioritised Statements of Need (identified capability gap or opportunity) irrespective of the potential delivery mechanisms that could ensue.
- Accountable for ensuring that the full requirement is understood (the whole estate requirement) such that fully informed options can be developed, and specifically at Clyde, the URD must include the requirement to comply with the Clyde Safety Management Arrangements and applicable ACs.
- Challenging requirements where necessary in order to establish true nature of capability gap and a set of requirements that truly represent minimum military requirement.

DESIRABLE: (NOT MANDATORY)

- Desirable to have experience working in MOD, Estates, Projects, Infrastructure. Construction/Engineering & Degree qualified. Also experience in a regulated environment eg Nuclear (civilian or licensed).
- Experience taking high value construction projects through a gated approvals process. Strong ability to present technical solutions in succinct understandable way, avoiding jargon.
