Business and Regulatory Impact Assessment Lead

BUSINESS AND REGULATORY IMPACT ASSESSMENT LEAD with ECONOMIC ANALYSIS QUALIFICATION required for 8 WEEK CONTRACT with PUBLIC SECTOR organisation in EDINBURGH.

Tasks:

- Consider the impact assessments carried out for the Land and Buildings Transaction Tax (LBTT) Act and for the Scottish Landfill Tax (SLfT) Act
- Understand current and proposed tax processes, including getting to grips with current and proposed legislation
- Consider the relevant evidence base where it has been developed under the equality and human rights impact assessment, if available
- Establish the business and regulatory impact of current processes for the two taxes that will be replaced by LBTT and SLfT to establish a baseline
- Work closely with the project leads in Registers of Scotland and the Scottish Environment Protection Agency (LBTT and SLfT respectively) on their contributions to the business regulatory impact assessment
- Scope out any gaps in the evidence relevant to the two taxes and associated processes and propose actions to fill the gaps
- Negotiate and deliver on actions to fill gaps through working with the Head of Systems and Policy.
- Work with the IT manager, RS Head of Systems and Policy, and the l legislative lead on the proposals for delivering tax collection and management and ways to assess the business impacts
- Assess the impacts, including giving costings, where this is appropriate
- Propose modifications based on the evidence, if this is appropriate

Essential Skills:

- Graduate or postgraduate economic analysis qualification
- Experience of a business operational environment
- Experience of Scottish Government
- High level of written and spoken communications skills and comprehension skills
- Experience of the standard suite of IT packages (Microsoft)

Desirable Skills:

- Tax experience
