Senior Business Analyst/Consultant
EXPERIENCE REQUIREMENTS: 3-5 years as Business Analyst preferable health insurance industry
WORK ENVIRONMENT: Business casual
SCOPE OF THE PROJECT: Temporary project-related resource
MINIMUM EDUCATIONAL REQUIREMENTS: BA Strongly Preferred, HS Diploma Required, PMP Preferred
REPORTING TO: Rachel Weber, Executive Director, Exchange Regulations
SKILLS NEEDED TO SUCCEED IN THIS POSITION:
1. Proficient in the review and interpretation of Regulatory and sub-regulatory guidance, preferably related to health insurance/health plan operations
2. Ability to document processes and decisions
3. Project management skills (proficient MS Office/Share point and other tools)
DAILY RESPONSIBILITIES:
1. Participation in meetings
2. Documentation of processes, decision points, or issues in need of follow-up
3. Project management
4. Represents department as a subject matter expert
5. Other duties as assigned

Duties:
Researches, documents, and monitors a portfolio of health insurance
Exchange interim and final regulatory guidance, state- and federal-facilitated
Exchange proposed processes, communications and guidance to best position the organization for implementation and compliance with all applicable CMS, Federal, state, and local regulations/laws.
On an on-going basis, researches and interprets regulations and laws to establish compliance standards, and may assist with the develop and/or delivery training and communications/change management relative to new standards.
Provides information to others to be used in the decision-making process.
Requires some judgment to develop alternatives.
General application of health care industry practices and standards.
Working knowledge of health care compliance policies, practices and systems.
Ability to draft and revise documents including policies, standards, analyses, and reports.

Advises and recommends areas of program planning, business requirements management, budget execution and program coordination. Prepares needs assessment. Validates resource requirements and develops cost estimate models. Conducts and coordinates financial, product, market, operational, and related research to support strategic and business planning within the various departments and programs of the client group. Interprets, evaluates, and interrelates research data, and develops integrated business analyses and projections for incorporation into strategic decision-making. Plans and coordinates the development of primary and secondary market research studies in support of strategic planning and specific marketing initiatives, as required, and presents findings of studies to client committees. Provides consultative, advisory, technical, and staff support, as appropriate.Ability to use survey and market research methodologies, systems, and techniques.
EXPERIENCE LEVEL: BA OR BS REQUIRED PLUS MINIMUM 6+ YEARS OF DIRECT RELEVANT EXPERIENCE.
