The Agency seeks an experienced Business Analyst with Oracle eBusiness Suite 12 and finance/accounting expertise to assist in the development of business processes in its Finance, Acquisition and COO (Project Management) business units. Implementation of the new EBS 12 system is scheduled to begin in early 2015. Prior to implementation beginning, business processes in each functional area need to be defined and documented to a sufficient level of detail to prepare the necessary contracting materials.

The candidate should have the following competencies, toolset knowledge and behaviours:
a)A qualified or part qualified accountant with thorough accounting knowledge including but not limited to encumbrance accounting, accrual accounting and experience with Public Sector accounting processes;
b)Detailed knowledge of and experience with Oracle E-business Suite R12 Financials (General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Fixed Assets), System Administrator, Application Developer and Workflow Administrator;
c)Detailed knowledge of IPSAS regulations and previous experience in designing business process for public sector organizations in compliance with to these regulations
d)Strong knowledge of the Oracle E-business Suite R12 Advanced Procurement, Inventory Management, Order Management, Enterprise Asset Management applications;
e)Knowledge of the Oracle E-business Suite R12 Projects modules, including project costing, project resource management, project billing and project management; knowledge of project collaboration and project portfolio analysis is beneficial;
f)A "self-starter" who can take an assignment and work to completion with a minimum of supervision;
g)Possess an outgoing personality and be willing to engage with new people and in new environments with ease;
h)Team player with ability to build consensus and guide the discussion and the Subject Matter Experts assigned; handles disagreements with tact and diplomacy;
i)Willingness to travel to NCI Agency main locations at Mons, Belgium and The Hague, Netherlands;
j)Experience with at least three prior implementations of Oracle EBS 11 or EBS 12 in the areas of Finance and Procurement.
Activities to be performed:
a)Building upon information already collected, liaise with business units to further elaborate business processes to "level 3".
b)Ensure that new NCI Agency business processes are aligned to "industrial best practice" processes as implemented in Oracle EBS 12.
