POSITION TITLE: BUSINESS ANALYST

Support for Watershed Data Integration Program (WDIP) as well as MPCA Transformation programs watershed business area integration; Investigate and perform analysis (research as required, definition development, business and functional requirements, technical requirements, and testing scenarios) for the projects to which they will be assigned; Coordinate project work to prevent duplication of effort; Apply previous experience with business analysis to meet the MPCAs needs; Develop appropriate process maps, diagrams and design documents; create and track requirements traceability documentation. Document roles, responsibilities, and workflow procedures and integrate with other projects in flight; Assist with any of the identified projects in the Transformation Roadmap and the WDIP Roadmap; Ensure representation to Transformation of business requirements related to watershed project management, TMDLs, WRAPs, data-driven web pages, and other relevant WDIP program activities, including CADMS as applicable; Oversee connectivity between Transformation and (approximately 18) other integration projects to ensure awareness of WDIP activities and vice versa, and that each project team is aware of and coordinating with the other projects activities; Define Watershed Management Tracking system requirements based on business requirements reviewed during WDIP Analysis Phase 3. Define, document, and create a more automated solution for efficiently tracking and reporting watershed project milestones and data elements, leveraging Tempo360 as feasible and documenting fit/gap analyses. Define and systematically enable usage of consistent processes across the organization along with the Watershed Report and the data required for its production. Identify fit/gap for watershed program interests based on software training; Create technical specifications for any needed Oracle database tables, define and document data flows entry/output; Enhance related online data retrievals accessible via the Agency's public website, including the necessary mechanisms for extracting data fr0m source locations and staging it for web-based querying; Define and document new or enhanced user interfaces, Tempo360 connectivity, Cold Fusion queries and Oracle-stored procedures, Intensive Water Monitoring Schedule, impairments listings from approved and draft/public notice lists and ensure accurate sourcing for state water body listings and data. Project Deliverables. Back End storage of all data needed for the complete Watershed report; User interface to capture and modify pertinent details for the Implementation Table and Watershed report; User interface to select project attributes and generate reports; User interface enabling supervision and management of projects and resources portfolio management and staff resource planning; Documented requirement for activity level tracking toward system design; Web-staged data structures; Documented analysis of either integration with Tempo360 or the workarounds for not integrating with Tempo360; Incorporated data feeds from the BWSR eLink application and potentially other agencies and their systems.
