I AM CURRENTLY RECRUITING FOR A BUILDING CONTROL MANAGER ON BEHALF OF A COUNCIL BASED IN CENTRAL LONDON

MAIN PURPOSE

Develop an efficient and effective Building Control service, leading a multi-disciplinary technical service comprised of professional, technical and technical support officers engaged in all aspects of building control work.

Ensure a sustainable service through the successful marketing and promotion of the service to maximise fee income in competition with private sector providers.

1. Lead the development of policy and manage a portfolio of services to ensure that works complies with the Building Acts and Regulations and other associated legislation, all Standing Orders, Council policies and statutory requirements. The services allocated to the post include:

Building Control

Dangerous Structures

Building Regulations Enforcement

Customer Services

2. Develop and implement marketing strategies and quality initiatives to promote the service in a competitive market.

3. Develop and maintain appropriate fees and charges structures, processes and management arrangements to ensure a sustainable, competitive service.

4. Ensure the provision of a customer-focused administration function for the service, and the implementation and maintenance of necessary financial and performance management arrangements.

5. Undertake a personal case-load of Building Regulations submissions, including the site inspection and examination of compliance with relevant building control legislation, including the Building Act and Regulations, and the London Building Acts.

6. Work with and report on matters relating to the activities of other sections, as required, including Development Management, Regulatory Services, Environmental Health and Local Land Charges, and participate in cross service working and partnerships to deliver the best possible services.

7. Provide high quality professional advice including briefing papers to MPs, Council members, senior officers, applicants and the public on building control and related matters. To maintain a thorough, up-to-date knowledge of relevant law, policies, working practices and procedures. To ensure that Members' Enquiries, Chief Executive's correspondence and formal complaints are appropriately responded to in compliance with established timescales and procedures.

8. To prepare and present advice, briefing information and reports, to appropriate individuals and bodies at all levels of the council's governance arrangements and to external organisations and public meetings as required.

9. Participate in the dangerous structure standby duties and any action required in the event of the Authority's Civil Emergency Plan being activated.

10. Ensure that the provisions of Health and Safety at work are fully implemented in all working practices.

11. Represent the council at a local and regional level, playing an active role in partnership development and joint working, to promote Lambeth as an ambitious, improving authority.
