This position belongs to the Radio Network Engineering and Optimization team.

The BSC/RNC Network Design Engineer is responsible for new technologies & services, the planning, design, capacity, performance, development and innovation of the BSC, RNC's and TRC's in the network and this in a resilient, cost-effective and flexible way in accordance with technical requirements, quality standards and design guidelines.

As an expert, he or she will investigate and solve complex technical issues which may not be limited to BSC or RNC related issues only and will also provide 3rd level support to Operations.
He or she will also lead projects and be involved in projects inside the Network department.

Job mission

Deliver solutions aligned with the KPNGB strategy, policies, business needs and brand values. Develop radio network that fits the needs of the company by planning and designing (part of) the radio network(s). Develop, upgrade and optimise the allocated systems, processes and procedures by bringing projects to a successful conclusion in time, within budget and to defined quality standards.

Key accountabilities

1.Takes ownership of the BSS/RNC Network Design:
-Developing and reviewing high and low level designs for the different nodes in the BSS/RNC Network (architecture, new features, new technologies)
-Translating capacity and performance requirements into technical specifications and Network roadmaps (payload and control plane)
-Undertaking BSS/RNC signalling capacity planning
-Ensure the best BSS/RNC Network Service performance and optimization by

oDefining and follow-up of Network extension and optimisation projects
oRequesting different network changes (such us hardware expansions, routing changes, signalling, BSC/RNC rehomings)
oUnderstanding and verification of logfiles, test cases, upgrade procedures
oAnalysing and solving 3rd Level Support trouble tickets

2.Making use of the business expectations/requirements before doing business
-Setting up the right internal expectations for projects and plans on a clear understanding of the company's current capabilities and ultimate business objectives.

3.Managing network wide Technology Innovation
-Introducing new technologies, features and services to meet the business requirements and company targets.
-Understand, document and present to the Network management possible network evolutions on demands in capacity and services and using available and future technologies. Build and perform recurrent & ad-hoc reporting
-Investigate and solve complex QoS issues
-Design and lead technical projects:

4.Leading technical and financial aspects of Contract Management
-Being in contact with operational partner (implementation work orders)
-Participating in and evaluating RFI/RFQ, negotiations with suppliers in collaboration with purchasing and legal.
-Liaise with vendors and service providers in order to obtain relevant information (roadmap)
-Ensure progress of allocated projects or parts therefore.

5.Coaching team members
-Ensuring good communication within the Radio Network Engineering and Optimization team, building up team spirit, encouraging positive ideas and suggestions to optimise teamwork.

6.Financial responsibility
-The BSC/RNC Network Design Engineer will deliver input for the yearly OPEX and CAPEX budget forecast.

Competence profile

Required education level
Civil or Industrial Engineering in telecommunications.

Required previous professional experience
*At least 5 years relevant technical experience with a profound knowledge of GSM and UMTS systems and subsystems. (KPNGB radio supplier parameter knowledge is an asset)
*Basic financial skills (ROI)
*Good knowledge of Word, Excel, PowerPoint, Access.
*Knowledge of Remedy, ASSET, BOB is an asset.

Required technicalworks with Office tools and post processing tools in order to analyse drive tests and probes
*Planning and Organisation: orchestrates and implement clear, efficient and logical approach to work and manages assignments and objectives.
*Analytical thinking and problem solving: identifies problems and tackles them in a logical, step-by-step way; critically and accurately assesses the chances of success in concluding a specific agreement.
*Technical/Business insight and judgement: makes well-reasoned decisions on the spot, focuses on the bottom line, and understands the impact of all actions on network roll-out and quality.
Required personal skillsadapts his/her own work schedule to site owner availability, works with different colleagues and external contacts. Is willing to accept temporarily another time schedule when the work requires it.
