Broadband Delivery/Audits

Background
Our Central Government client is currently recruiting for a Value for Money Specialist to join them on a contract basis for a 6 month contract based in London, with some travel UK wide visiting local Authorities. Please note that the successful candidate will be required to undergo a basic security check at the cost of £25. The value for money specialists will be likely to have an audit/finance background, preferably with some experience of the telecommunications infrastructure (or similar regulated) sector. They will be expected to comfortably navigate cost models, be proactive in identifying and leading on addressing issues, and be able to engage with telecommunications suppliers.

Main Duties/Responsibilities
Implementing the VFM Strategy. Developing the detail of, and implementing, the departments Broadband Delivery, Value for Money Strategy. Including. Considering the findings and recommendations of the National Audit Office report and a recent Independent Assurance Review undertaken to ensure a plan in place to address identified risks. Developing the role that the business should play in confirming that value for money is being achieved in contracts for local broadband projects (this may include checking that appropriate verification is being carried out on key risk areas by Local Authorities, eg programme management resourcing by the supplier. Considering how best practise learning/best in class cost analysis and management are identified and develop an appropriate feedback loop. Development and delivery of training courses for Local Authorities on financial processes. Considering what additional reporting needs to be developed (or what analysis needs to be carried out on the outturn data suppliers will be providing) to assure value for money. Provide support for other department teams who engage with Local Authorities in identifying and resolving the non-financial aspects of identified issues. Development of cost comparison reports between projects. Supporting the business Finance teams in the monitoring, profiling and reporting of project finances. Analysis of bid models and contract schedules (as contracts reach signature stage). Provide input into resolving commercial issues including change control, the apportionment of costs where infrastructure straddles project borders. Work with BT to agree the approach to national verification of key BT financial controls, and the development of common processes for use by local broadband projects. Direct liaison with Local Authority project teams to identify and address financial issues to ensure local broadband projects are delivered to time, budget and quality. Support for management of resolution of any conflicts between the business and suppliers

Skills/Experience Required
A background in carrying out risk based audits is essential. Financial experience in a telecommunications provider is preferred, ideally with specific experience in the access part of the network. Commercial skills should include an ability to review and analyse complex financial models and draw conclusions/make recommendations/comparisons. Excellent interpersonal skills are essential and the candidate must have a demonstrated ability to work at senior levels within an organisation to affect and implement key changes. The candidate should have an ACCA qualification (or similar) with several years working at senior level within a large organisation
