ROLE: BID MANAGER

LOCATION: LONDON, UK

DURATION: 12+ Months Initially with possibility for extension

ROLES
- Taking part in a Qualitative Benchmarking exercise at the outset of evaluation;
- Understanding the tender responses;
- Using their occupation health expertise to qualitatively evaluate the proposals against pre-determined criteria (flagging up issues where ambiguities exist within individual proposals);
- Scoring and weighting proposals against pre-determined mechanisms (again using their medical expertise);
- Completing relevant sections into an online form, including justification for their scores;
- Contributing to a moderating exercise for the Qualitative Tender Evaluation Panel on completion of evaluation, as required;
- Completing feedback which is constructive, succinct, relevant and beneficial to suppliers and relates specifically to the evaluation criteria published in the invitation to tender.

SKILLS/EXPERIENCE

- The Bid Manager posts will lead elements of the procurement process for new crime contracts (which is anticipated to have up to 1800 participating applicants.
- The post holders will provide researched and reasoned recommendations to support senior managers in making appropriate commercial decisions on tender approach, process, contract awards and any action necessary during the term of contracts based on emerging evidence and ensuring compliance with LAA duties under the Public Contract Regulations and other relevant legislation.
- These roles will support the delivery of a procurement of new criminal legal aid contracts as part of the wider Legal Aid Transformation Programme.
- Implementing this programme is one of the key deliverables for the LAA in 2014/15 as published in its organizational business plan and this contributes to the Secretary of State's priority to drive down the cost of Legal Aid and ensure it is focused on those cases that require it.
- The key outcome will be the delivery of the 525 delivery duty solicitor contracts by the notification deadline in January 2015.
- The decisions reached must be accurate, validated and transparent.
- The decisions will be robust enough to withstand the scrutiny of any challenge brought in the High Court. Successful implementation will enable the realisation of £115m worth of Criminal Legal Aid savings.
