Assurance Manager

JOB PURPOSE

Develop process, tools and procedures to lead the team that delivers an effective supplier assurance and licensing framework that meets the needs of the business.

KEY ACCOUNTABILITIES

1. Lead, manage and motivate the Licensing team to deliver a co-ordinated assurance approach for all HSQE activities.
2. Develop effective plans for the development, delivery and improvement of allocated assurance activities/processes.
3. Plan and undertake licence applications and reviews in accordance with a defined plan and the business needs. Develop the assurance framework to enable a collaborative approach with the supply chain including promoting and sharing best practice with the supplier community.
4. Responsible for an effective Licensing Communications plan taking into consideration the needs of both internal and external stakeholders.
5. Plan, manage and undertake risk reviews including routine analysis of key safety information systems and databases to identify those issues requiring immediate attention and to determine the efficiency of the resolution of those deficiencies. Make decisions regarding the risk ranking of suppliers. Develop and monitor associated improvement plans.
6. Develop and undertake management reviews and produce reports demonstrating the value and performance of the licensing team in consultation with the appropriate parties.
7. Direct the assurance framework in the assessing of the audit intervention plan and their outcomes, from the independent competent body undertaking railway safety case audits and the safety regulator, in relation to planning assurance audits. Maintain liaison with external parties to achieve co-ordination and integration of effective audit.
8. Review and evaluate the full ranges of reports and emerging data to assess the performance of the assigned assurance processes.
9. Produce specific reviews and reports from emerging data, audits and investigation findings drawing out meaningful conclusions regarding the safety management systems and risk control measures

JOB SKILLS, EXPERIENCE AND QUALIFICATIONS

Essential

Recognised process improvement skills/expertise
Good understanding of risk assessment/loss control tools and techniques
Lead auditor qualified
Excellent knowledge of CDM
Excellent report writing and presentation skills
Excellent leadership skills
Good knowledge of railway construction
Excellent supplier relationship management skills
Understanding of behavioural based safety and sustainability policies

Desirable

Good knowledge of railway operational and contractual practices
Good knowledge of construction practices

Rate: up to £200 per day

Duration: 3 months
