Assistant Project manager, with emphasis on Performance Management required for defence company in Rosyth. Please not, the ideal candidate will be required to gain SC Clearance prior to start

Purpose of role:
To drive the implementation of the Performance Management Baseline, update process across the Alliance. To manage the collation, validation, processing and archiving of Industrial Participants baseline, status and actual data. In line with the reporting calendar timescales, to ensure the configuration of the Performance Measurement Baseline captures authorised change.
Working with the ACA Programme Controls Manager - Performance analyse and identify key trends/issues across the programme, making use of the full suite of programme metrics, ie Schedule, Critical Path, Change and Volumetric data
Working closely with IP points of contact identifying issues and developing integrated efficient processes and supporting the development of lower level analysis and issue management
To act as deputy to the ACA Programme Controls Manager - Performance, as required.

Key Accountabilities:
1. Develop a sound approach to analysing programme performance data, identifying trends and issues and communicating as appropriate
2. Supporting finance in developing in year cash profiles and challenging the performance against these
3. Challenging return to green/recovery plans from IPs to ensure robustness and ability to achieve
4. Responsible for robust and challenged forecasting data enabling appropriate management decisions to ne taken
5. Ensuring all Performance Management Baseline updates/load files are submitted in a timely manner. Providing direction in terms of adherence to the overall ACA Performance Management Baseline update processes.
6. Liaise closely with the ACA functions & IPs particularly with their project controls managers.
7. Ensure the Programme Performance Measurement Baseline reflects up-to-date information regarding authorised changes.
8. Deputise for the ACA Programme Controls Manager - Performance

Key Outputs/Deliverables:
1. All Performance Management Baseline analysis produced to support delivery and performance meetings
2. EAC and forecasting data
3. Up to date performance data available in the MCE
4. Fully controlled & auditable changes to the Performance Measurement Baseline reflected in the "Baseline Change Log".
5. Ensure all changes requests and associated tasks are processed within required timescales, and that the authorisation has been validated.
6. Coordinate the publishing of Performance Management Baseline metrics.

Key Technical Skills
High level of understanding of the ACA Performance Management Baseline change process Scheduling Dependencies and Project Control toolset, especially Cobra/Primavera
High level of understanding and application of the APM methodology and LCM processes.
High level of understanding of the ACA organisation and contract.
Strong leadership, delegation and team building skills
Strong Stakeholder Management capability
Strong problem solving skills and ability to use initiative
Ability to synthesise large amounts of data and convert into management information

Key Interpersonal/Behavioural Skills
Political and cultural awareness in areas relating to the ACA and Industrial Partners and other stakeholders as appropriate.
High level networking and communication skills at all levels
Ability to work under pressure
Communicate difficult messages to snr management
High level problem solving and Project Management/Project Controls skills.
Good understanding of commercial, financial and legislative requirements of projects.
Good understanding of each stage in the life cycle of the Aircraft Carrier Project.
Ability to relate differing information, identifying trends and issues and escalate where appropriate

Company/Industry Knowledge:
Experience of operating at different levels within the Project Management Function in a relevant environment.
Experienced in project review and control, including the use of EVM techniques
Experienced in the Risk and Change Management processes

Qualifications:
Honours degree or equivalent in an appropriate subject
Ideally a business qualification or equivalent business experience.
Higher level Project Management qualification or working towards such (APM Certificated)
