ASSISTANT MANAGER, PAYROLL

The University of Victoria is looking for an Assistant Manager, Payroll within the Victoria, BC location. This role is responsible for the administration and coordination of the overall payroll operations, hiring, coaching and mentoring direct payroll reports.

ORGANIZATIONAL UNIT: VP Finance and Operations -> Financial Services

SALARY GRADE: $60,170.00 - $67,720.00

In addition to the published salary, this positon will receive $8,000 per annum market adjustment. Salary posted reflects full FTE (will be prorated for part time)

JOB SUMMARY

Reporting to the Manager, Payroll, this position is responsible for the administration and coordination of work activities for Payroll operations for approximately 5,000 university employees, representing approximately 80% of University operating expenditures.

Based on applied payroll principles and understanding of regulatory requirements, the main responsibility of the position is the production and processing of the University of Victoria and the Associated Agencies pay runs. The Assistant Manager is responsible for payroll administration in accordance with the Canada Revenue Agency Rules and Regulations, Service Canada Regulations, the Employment Standard Act, eight (8) Collective Agreements and four (4) Salary Frame Agreements.

As the subject matter expert, the Assistant Manager is the main point of contact for all escalated issues and is responsible for the resolution of these issues by continuously identifying areas for improvement in operational processes to create efficiency and accurate results. This position manages effective internal/external client relations within their area of responsibility and builds client relationships in the wider group or unit to ensure problem resolution, customer satisfaction and quality assurance.

The Assistant Manager oversees the work of the Supervisor Appointments and the Supervisor Time Entry and Benefits, and ensures that all payroll processes are executed appropriately and in a timely manner.

The Assistant Manager is responsible for the hiring, training, coaching/mentoring and performance management of the direct reports. Participates in selection decisions for all payroll clerks. Schedules staff, coordinates work assignments, investigates work and staff issues, staff development and coaching, addresses grievances and where necessary in conjunction with the Manager Payroll, initiates disciplinary action up to and including termination.

This position is directly involved in documenting the Payroll and Reporting system upgrades and testing new payroll deductions and earnings mapping. This position interprets and communicates system functionality and navigation to staff; ensures that accurate and consistent data entry and processes are maintained, verifies and approves the payroll audits and identifies adjustments necessary to complete the year-end annual reporting and T4 production.

This position also participates and acts as subject matter expert on payroll process review committees that develop, change and improve applied practices at the University. During periods of high volume, or during vacation and sick time periods, this position provides relief and/or support to the Manager position.

JOB REQUIREMENTS

- This position requires a Professional Payroll designation (PCP or CPM) plus minimum five years of payroll experience at a supervisory level preferably obtained in a large, unionized payroll environment. An equivalent combination of education, experience and/or training may be considered

IN ADDITION:

- Completion of recognized accounting courses toward a certificate or diploma program
- Thorough applied knowledge of Payroll Administration, Collective Agreements, Employment Standards, Canada Immigration and HRSDC regulations
- Knowledge and understanding of the functional complexities of an integrated, multi-faceted Human Resource, Payroll and Benefits system.
- Demonstrated broad knowledge and experience in applying and interpreting Collective Agreements, policies and procedures
- Hands-on knowledge of general administration and relevant payroll best practices
- Comprehensive knowledge of generally accepted accounting principles including internal control and audit requirements as well as legislation, regulations, practices and guidelines.
- Thorough knowledge of principles, practices and methods of payroll and office procedures including document processing and records management
- Effective verbal and written communication skills
- Advanced skills in creating and maintaining Excel spreadsheets
- Proficiency with MS Windows Office Suite
- Demonstrated administrative and leadership skills
- Ability to supervise, mentor and coach staff to excellent performance
- Demonstrated ability to set priorities, manage own work activities and delegate tasks to achieve maximum efficiency.
