ASSISTANT DIRECTOR OF ADULT SOCIAL CARE - LONDON

PURPOSE OF JOB: 

Work with management colleagues across Adult Social Care to ensure consistency across assessment & care management for all service users and deliver the expected outcomes for them by addressing a number of key and immediate Divisional priorities  

ESSENTIAL

- Extensive knowledge of the key management and service challenges in Adult Social Care
- Sustained and successful experience as a senior manager in Social Services
- Proven track record of developing and implementing systems of performance management, including budget management.
- Successful delivery of organisational change to improve service delivery/performance within a complex organisation.
- Demonstrable project management skills.  

PRINCIPLE ACCOUNTABILITIES (SAFEGUARDING ADULTS)

- To be responsible for the provision of high quality and safe services to vulnerable adults and their families across a number of varied service outlets within Social Services.
- Lead and manage relevant staff within service group to promote safe practice and ensure vulnerable adults are safeguarded.
- Ensure that systems, policies, practice guidance and procedures are fully implemented across the service group are of the highest quality.
- Ensure that performance meets the requirements and targets of the DfES and Audit Commission 

KEY ACCOUNTABILITIES

- To manage and direct the functions of the Adult Social Care Services in accordance with the council's core principles, key aims, service and business plans ensuring the provision of high quality social services.
- Ensure consistent procedures and processes across all service areas
- Take responsibility for all projects relating to service improvements as required
- Deliver effective performance outcomes in all service areas
- Deliver effective financial management in all areas
- Assist in the implementation of self directed support
- Ensure the effective working of multi-disciplinary panels where appropriate
- Develop consistent quality assurance and safeguarding procedures across all service areas
- Ensure that effective workload management processes are in place
- Assist in the design and implementation of structure changes as required
- Deliver integration and co-location of services where appropriate
- Lead responsibility on partnership planning with the Housing Dept
- Lead on the interfaces between operational services, brokerage and commissioning and procurement
- Ensure that there is a comprehensive workforce development plan in place
- Contribute to the effective commissioning, procurement and contract management of all appropriate care services
- To conduct negotiations with external service providers, where appropriate, regarding the provision of services for children and their families. To liaise closely with planning commissioning and contract personnel.
- Contribute to the annual formulation of budgets and advise on budgetary systems.
- Ensure the provision of effective supervision, appraisal, support and training to staff throughout the service group and deal effectively with any employee matters.  

STRATEGIC MANAGEMENT AND PARTNERSHIP ARRANGEMENTS

- Ensure the delivery of high quality services in line with the most recent legislation, statutory regulations and Government guidance and in accordance with the Council's priorities and Corporate aims.
- To contribute to the partnership agenda with other Council Departments, the voluntary and community sectors, PCT, service planning and commissioning, regeneration and service development.
