This role is for an Assets Portfolio Manager has been released initially for 3 months. The transformation team is responsible for ensuring the successful delivery of the council's (and partners) transformation programme(s) in order that the council delivers its corporate objectives. The role of the asset management team is to manage the council's property estate in terms of sales, acquisitions and all capital work programmes. The team is required to manage relationships with the council's business departments and partners to support the analysis, development and delivery of all asset and capital based solutions to satisfy service, corporate and community objectives across the council and its partner organisations. The team has overall responsibility to develop and deliver area based asset plans that meet the needs of the transforming organisation and its partners. The plans set out the long term future of the estate and the business case to transform it so that it remains fit for purpose.

Job purpose

The assets portfolio manager leads complex programmes of work and plans, leads and directs the asset management team, managing delivery by effectively allocating resources and managing risk. Specifically the role is responsible for formulating and delivering community area based Asset Plans for all of the Council's needs and those of its partners (including the Police) that require the deployment of capital and assets. Each role will also have specific line management responsibility for a technical team.

Examples of specific tasks to be undertaken include:

*Acting as a single point of focus for community area Asset Plans, advising management teams and managers about the most appropriate capital and asset solutions to support their business requirements and the wider requirements of the business plan. Lead member of the Asset Gateway Group responsible for directing organisational resources on capital and asset projects.

*Lead and direct multi disciplinary and agency teams to deliver the Asset Plan for each community area including the preparation of options appraisals, the development of business cases, presentation to and consultation with lead officers and Members, procurement of professional support and delivery of complex programmes of work and of outcomes for the business.

*Using matrix management techniques and the latest sharepoint tools to resource, monitor and manage projects.

*Specific team management responsibilities include:

-To provide leadership, direction and support the work of the Build Team to ensure a coherent, robust and appropriate service to the Council and its partners by allocating projects and programmes of work amongst internal and external professional and technical project managers dependent upon requisite skills available, and the complexity, value and risk exposure of the project.
-Takes a lead role in delivering new strategic outcomes to complex problems arising from the need to transform property assets which are currently unsustainable and unfit for future purpose. Leads and directs the operation of a group of highly qualified professional staff responsible for delivering a diverse range of new building projects to meet corporate objectives.

The role requires:

*Education to degree level or equivalent.
*Membership of an appropriate building related professional discipline (eg., RICS/RIBA).
*Minimum of ten years relevant professional experience, including experience at a senior level within public sector organisations.
*Extensive experience of managing staff and providing inspirational leadership to the team, with the ability to encourage and motivate high achievers.
*Current MSP and Prince 2 qualification and ideally a management qualification
*Experience of project managing large corporate projects, directing the work of others - including the procurement of professional and consultancy services - to achieve a successful outcome.
*Excellent knowledge and experience of procurement strategies for building projects and the appropriate application to relevant projects.
*Experience of using Microsoft SharePoint and ICT systems.
*Excellent at prioritisation and managing a heavy workload, with ability to engender team working in order to deliver results to tight deadlines and meet performance objectives.
