MSETSv2 Assets and IHD Technical Lead Smart Metering

My client a leading energy provider is looking to engage an experienced ASSETS AND TECHNICAL LEAD IN SMART METERING to join them on their Smart Metering Programme. This will be an initial 3 month contract and comes with excellent day rates. Location will be split between East Grinstead, Crawley area and Bexleyheath. PLEASE ENSURE THE FULL JD IS READ AND ACHIEVABLE BEFORE APPLYING as this is a highly technical role. The SMETSV2 ASSET AND IHD TECHNICAL LEAD will be responsible for the technical assurance for the Smart Metering Programme (SMP), ensuring that assets and In Home Displays (IHDs) are delivered according to plan and compliant with all the relevant legal, industry, British and European standards. The SMETSV2 ASSETS AND IHD TECHNICAL LEAD will be responsible for maintaining product requirements, ensuring the design, delivery and test of assets and IHDs are fit for purpose, and shall be the overall technical authority for smart metering issues.

PRINCIPAL ACCOUNTABILITIES: MSETSV2 ASSETS AND IHD TECHNICAL LEAD SMART METERING

* Provide technical leadership for the SMETSv2 asset procurement project. Keep Metering specifications (used for tenders/contracts/technical compliance) up to date based on changes and development to industry standards,* Build and maintain technical relationships with Meter Vendors, IHD providers and internal stakeholders. Deliver compliant SMETSv2 compliant Assets and IHDs respecting technical requirements at costs being in line with or beating the investment case. Smart Metering System testing. Design Authority for asset related technical issues and owner for resolution of problems. Delegated authority to be able to agree with Smart Metering asset vendors the parameters of compliance with product specifications. Responsible Engineer for sign off of technical specifications from vendors as part of delivery milestones. Assist Procurement in writing specifications, contracts, and evaluation of solution provider and vendor submissions to tenders and consultations. Develop and maintain Asset technical strategy for Smart Metering Programme, including SMETSV2 roadmap for future variants. Contribute to the successful business readiness of Assets and IHD in line with legal obligations (SEC, DECC). Interface with IREA (industry regulations team), DOC (Deployment Operations Department) for Asset related topics. Contacts with DECC (Department of Energy and Climate Change) programme, as well as DCC (Data Communications Company) for Asset related topics. Help in delivering a tall buildings solution for 100% of customer base, including assisting IREA in on-going work on 868MHz Zigbee solution. Management and coordination for the SMETSV2 asset procurement project. Analyse high-level business and user requirements into functional requirements and high quality specifications, to an appropriate level of detail suitable for use by the Test and Integration Team. Lead requirements analysis and verification, ensuring that requirement statements are complete. Co-ordinate, deliver and maintain a Test QA approach using technical resources to provide technical QA of vendors. Manage technical relationships with vendors to ensure that open, transparent and structured working practices are utilised to mitigate any issues arising. Raise any significant issues that have a large financial or delivery impact to the Smart Metering Programme Design Authority for decision making. Day to day coordination with the Technical Quality Assurance team. Manage risks, actions and issues via ClearQuest tool. Assist Project Manager in recurrent tasks, including updating plans, budgets, writing of weekly project reports and monthly budget updates. Interfacing with R&D UK Centre and France. Coordinate all asset related topics and test programmes. Identify R&D opportunities to add value to Smart Metering Programme. Work with R&D Smart Metering resources and R&D Smart Customers team to build and deliver portfolio of R&D projects in relevant area. QUALIFICATIONS & EXPERIENCE: MSETSV2 ASSETS AND IHD TECHNICAL LEAD SMART METERING

* Qualified to degree level in ENGINEERING or a closely related discipline (CHARTERED ENGINEER PREFERRED). Considerable experience in the industry at a senior level. Experience with both Gas and Electricity Metering (C&I or domestic is suitable), including METROLOGY aspects. Knowledge of the GB smart metering context and requirements. Experienced in making business critical technical decisions. High level of experience in metering design, RF, communications protocols, and project delivery. Technical and Contracting Knowledge and Skills. Organisational skills, to work with the vast array of information gathered during the elicitation and analysis and to cope with rapidly changing information. Interviewing skills, ask the right questions to surface essential requirement and issues information
