The role will be working to the Asset development Team Leader and the 'Patch' Asset Manager:
To support land use planning and sustainability across the planning agenda and manage demands on the strategic road network and risks to performance through the development of viable solutions.
To develop and maintain effective liaison with strategic partners and key stakeholders to deliver performance efficiencies through continuous improvement. Act as first point of contact with customers.
The role will be to contribute to Local and Regional planning; ensure a proactive input into the production of Local Development Framework documents. Identify where work should be commissioned by HA to establish the impact of proposals on the Strategic Road Network (SRN).

Planning: Respond to all planning applications and pre-application enquiries within the required deadline. Ensure that the impact on the trunk road network has been adequately assessed to give support to regeneration proposals, and where appropriate agree mitigation measures, or determine other conditions necessary to safeguard the SRN. Where appropriate secure third party improvement schemes to the network through Section 278 Agreements and manage the same up to hand over to Service Delivery Team (SDT) (construction). Ensure that all schemes are appropriately modelled, DMRB compliant and delivered within available land. As necessary facilitate departure approvals and ensure all audit processes are followed. Particularly monitor accounts to ensure that they are always in credit and that the HA has sufficient monies in place prior to hand over.

Development: Assist the Asset Manager to keep under review the need for future improvements through customer suggestions, watchman process, Network Needs Register and surveys and manage a programme of studies to budget
1) with Service Providers go on route drives and assess the condition of the network;
2) Check and challenge proposals promoted by the Service Provider to ensure that the needs of the network are met, value for money is achieved and the integrity of the network is maintained at all times,; and
3) Support the Contract and Performance Team (CPT) on a monthly basis to assess the Service Providers performance.

Specific: Exercise robust cost control on the budgets spent through the Spatial Planning Contract ensuring good value for money is achieved at all times.
Specific: Ensure consistent communications both within the team and with senior management.
Specific: Support the business improvement work of NDD by contributing to working groups, requests for information, feedback on issues and documents which may be circulated from time to time.
Specific: Contribute to the Team's delivery of excellent customer service.
