Application Architect

For a project with the European Commission in Brussels we are looking for an Application Architect. PROBLEM UNDERSTANDING
The Directorate-General for Mobility and Transport manages a portfolio of projects to exchange structured (XML) information between Member States in the domain of the land transport and road safety.

- TACHOnet (Tachograph network)

TACHOnet is a system to exchange structured (XML) messages between different countries on truck and coach drivers when checking tachograph cards; The Commission Regulation (EU) No 1266/2009 requires Member States to exchange information electronically in order to ensure that the tachographs are properly used to control the application of the social road transport rules.
- The system has been in production for several years. Up to 30 million valid messages were exchanged in 2011. The technology underneath is SQL and BizTalk 2006.
- ERRU - European Register for Road Transport undertaking

ERRU is the interconnection of national electronic registers on road transport undertakings as foreseen in Regulation (EC) No 1071/2009. Minimum requirements on the national registers have been laid down in Commission Decision 2009/992/EU. The rules on the interconnection are specified in Commission Regulation adopted on 16 December 2010.
It is currently in a testing phase and should be put into production by the end of 2012.RESPER (Driving License Network project) - The RESPER (RESeau PERmis de conduire) network has been conceived to ensure that the requirements of the 3rd Driving Licence Directive (2006/126/EC) are met by the Member States. It establishes an interoperable, XML-based, data exchange network between driving licence administrations in national authorities of the Member States as required by Legislative Framework.It is currently in a testing phase and should be put into production by the beginning of 2013.

DESCRIPTION OF TASKS

The consultant should work in close cooperation with the IT Project Manager at the Commission in the maintenance (in a broad sense) of the three projects.
Contacts with the different stakeholders (business users, hosting team, Member States, etc) will also be needed.

The person in charge of this mission may be requested to perform the following tasks:

- Review of the architecture of existing systems
- Analysis of the integration of different information systems
- Follow up of the data analysis and Datamodelling.
- Coordination of the implementation of the technical architecture
- Production of software architecture documents
- Participation in technical working groups, progress meetings and meetings with the users
- Assistance in the testing, the technical documentation, the deployment, the evaluation and the reporting

REQUIRED KNOWLEDGE AND SKILLS
The candidate is expected to have the:

- In depth knowledge of applications design
- In depth knowledge of modelling tools (eg UML)
- Knowledge of interoperability technology (eg web services, message oriented Middleware, service oriented bus)
- Good redaction skills.
- Ability to give technical presentations.
- Ability to apply high quality standards
- Ability to cope with fast changing technologies used in application architecture and design
- Ability to participate in multi-lingual meetings, good communication skills.
- Capability of integration in an international/multi-cultural environment, rapid self-starting capability and experience in team working.

REQUIRED EXPERIENCE
Minimum 12 YEARS of cumulated experience in the following domains:

- Architecture and design of information systems
- Technical analysis, design and development
- BizTalk technologies
- ASP.NET technologies
- Team Foundation Server (TFS)
- SQL Server, SQL, PL/SQL, SSRS
- XML
- SOAP
