For a project with the European Commission in Brussels we are looking for an Analyst.

CONTEXT/INTRODUCTION AND OBJECTIVES

DG COMM is responsible for a series of Information Systems in the domain of communications and internal administration. The systems developed, managed and provided by the Informatics unit of DG COMM are generally three-tier applications. These applications are based on a WebLogic or Coldfusion application Servers and Oracle databases.

A non-exhaustive short overview of these systems is given below.

RAPID is the database containing all the Press Releases of the Commission since 1985, the great majority of them in at least two languages. It also contains Press Releases of the other European institutions, particularly the Council of the Union. A new version has been deployed in 2012 simplifying the user experience and also offering new features.

- RAPID comprises the following modules:
- WEB MODULE is the main part of the application allowing the users to search amongst all the press releases.
- WEB SYNDICATION module that permits to automate the update of RAPID content published on other web sites
- WORKFLOW is a Web application used to manage the production of press releases it interfaces with DGT system for translation request processing and with RAPID for passing the press releases for publication. Not all press releases are yet being produced in RAPID Workflow as this depends on agreements with DGT for the automatic submission of translations
- COMM REPORTING is a planning and reporting Web application. COMM Reporting has been designed as a generic Web application offering to end-users the possibility of producing Web templates in a flexible way to allow input of several different kinds of content.
- PECUNIA is a financial Web application allowing DG COMM budget planning and programming.
- EU CALENDAR is a Web application that offers different views of EU planned activities and contacts.
- EC VISITORS CENTRE is a web application managing the requests for visiting the Commission. It covers the whole process, from the request until the final acceptance, including also the room booking.
- JOURNALIST is the DG COMM system used to manage the accredited press. It covers the whole process, from the request made by a journalist to the validation by the accreditation committee including the badge creation.
- EUROBAROMÈTRE NG is the ongoing project to develop an information web-oriented system for the management of the Eurobaromètre surveys life cycle, the recovery and harmonization of 40 years of data, the extraction and publication of results. This resulting IS will take advantage of several existing components, especially when dealing with providing results outside of DG COMM. The goal of this exercise is to improve the level of information availability, ease of access and complete removal of ad-hoc techniques in place. The high usage of Eurobarometer by diverse set of group calls for creation of state of art centralized system resulting into high user satisfaction for all stakeholders.

DESCRIPTION OF TASKS

With no prejudice for the tasks expressed in the document ESP-DESIS II - Service Requirements for the specific Lot and profile, the nature of the tasks requested are to lay mainly in the following areas:

- Analysis of user requirements and modelling of new information systems;
- Production of case models, design and analysis models, implementation models;
- Assistance in testing, technical documentation and reporting;
- Provision of technical studies, technical expertise, technical evaluations in relation with IS.

GENERAL REQUIREMENTS

With no prejudice for the requirements expressed in the document ESP-DESIS II - Service Requirements for the specific Lot and profile, the domains of competence key for the appraisal of the profile are:

- Knowledge and experience of Information system development;
- Knowledge of Enterprise Architecture;
- Knowledge and experience of software development methodologies (eg RUP);
- Good knowledge of modelling tools (eg UML);
- Drafting, reviewing and presenting studies;
- Good knowledge of relational database systems;
- Ability to participate in multi-lingual meetings, ease of communication;
- Capability of integration in an international/multi-cultural environment, rapid selfstarting capability and experience in team working.

SPECIFIC EXPERTISE

- Minimum 3 years in development methodologies (eg RUP, PM2, );
- Minimum 3 years in modelling tools (eg. UML, );
- Minimum 3 years in RDBMS (Oracle);
- Minimum 3 years in Java/J2EE development.
