DESCRIPTION:

The Agile Technical Specialist reports to the Manager of Quality Management and responsible for leading Quality Management initiatives for Agile methodology to developers and QA analysts.

The Agile Technical Specialist supports the delivery of business solutions to ensure that business investments result in premium service delivery by adherence to:

QUALITY PLANNING - - Providing input to the planning and design of the Quality Management Program;
- Identifying which quality standards are relevant to certain projects and determining how to satisfy them; 
- Planning and completing Interim Project Reviews (IPRs) and Post Implementation Reviews (PIRs);
- Planning and designing Performance Management processes and documentation including Service Level Agreements and Operational Level Agreements;

QUALITY CONTROL - - Monitoring specific project work packages at any and all phases of SDLC to determine whether they comply with relevant quality standards and identifying recommendations for improvements;

QUALITY ASSURANCE - - Applying planned, systematic quality activities to ensure that certain projects employ the processes needed to meet the requirements;

CONTINUOUS QUALITY IMPROVEMENT - - Providing ongoing development and continuous improvement of Quality Management Framework

The Agile Technical Specialist is responsible for designing and planning process change by providing and communicating to the organization a clear understanding and application of knowledge related to industry best practices and methodologies for quality and performance management, SPECIFICALLY FOR AGILE METHODOLOGY including the PROJECT MANAGEMENT BODY OF KNOWLEDGE (PMBOK) and KANBAN FRAMEWORK.

The position applies specialized skills acquired through related education and/or extensive Information Technology related experience to effectively implement the Quality Management Framework and the Performance Management Program in collaboration with business clients.

Responsibilities and Activities

- Assist in the research, development and implementation of the Quality Management System in pursuance of Continuous Quality Improvement;
- Contribute to the development and continuous improvement of the Quality Management System and provide input into the Project Management Framework and other related Frameworks. Ensure the Quality Management System is aligned with organizational quality policies;
- Research and identify opportunities to align activities to industry best practices and methodologies for quality management;
- Effectively communicate and promote the objectives and processes involved in the framework.
- Provide Quality Management Program Support to Functional Units;
- Play a lead role in the Quality Management Program to ensure all has been well communicated and implemented standards and best practices for its Quality Management Program; 
- Lead and conduct quality initiatives for all the Projects;
- Research the best practices of others in order to effectively implement quality improvements;
- Provide advisory and consultative support from a process oriented perspective to the branch; 
- Collaborate with functional units to implement the Quality Management System and identify opportunities for ongoing process improvement. Document and communicate quality management processes and procedures;
- Include cross functional representation in process improvement/development activities;
- Establish an atmosphere that encourages innovation and cooperation;
- Plan, lead and conduct quality management activities including Interim Project Reviews and Post Implementation Reviews; 
- Define and track the scope, timelines and cost for quality initiatives/projects; 
- Apply various quantitative and/or qualitative assessment methods to objectively evaluate achieved results;
- Effectively interact with multiple stakeholders. Stakeholder may be from other Branches involved in various Projects and may be from varied organizational hierarchies (line staff, middle management, senior management);
- Effectively document and communicate the results to ensure the information is available to be incorporated back into best practices/processes and provides value for ongoing quality improvement;
- Present findings and make recommendations for improvements to Management;
- Assist in the research, development and implementation of the Performance Management Program in pursuance of continuous improvement;
- Contribute to the development and continuous improvement of Performance Management processes and deliverables by designing and reporting progress against established performance measures and plans on a regular basis;
- Analyze the measures and indicators to identify progress towards the desired outcomes;
- Contribute to the development and manage the process for the ongoing maintenance and performance measurement for the Service Level Agreement (SLA) and the Operational Level Agreement (OLA). 
- Provide tracking and analysis of SLA performance measures and identify opportunities for improvement;
- Facilitate meetings and communication with Management and team members;
- Responsible for the development, ongoing maintenance, and documentation of results of the Client Satisfaction Survey(s);
- Research and identify opportunities to align performance management activities to industry best practices and methodologies;
- Coordinate Standards Management Activities;
- Assist in facilitating creation, maintenance and tracking of Quality standards and coordinating ongoing awareness, communication and alignment with corporate standards;
- Ensure standards are communicated and understood across the organization;
- Lead the maintenance and update process for the Client Service Catalogue;
- Collaborate with functional units to maintain the Client Service Catalogue on the company Intranet;
- Manages the process for annual review/updates to the Intranet content;
- Contribute to Strategic and Business Planning activities and deliverables;
- Participate in the development of the Business Plan;
- Assist in developing documentation and presentation to communicate the plan to the organization;
- Assess, recommend and prepare internal policies, standards and methods;
- Mentor, train and coach internal and external stakeholders.
- Supervise contract resources when applicable.

Required Knowledge
- Comprehensive expertise and experience in project management practices;
- Comprehensive knowledge of Divisional, Branch, Departmental standards and policies;
- Fundamental knowledge of Departmental directions and priorities;
- Expert knowledge of AGILE METHODOLOGY, CAN MENTOR AND COACH DEVELOPERS AND QA ANALYSTS. SUGGEST BEST PRACTICES AND TOOLS AS IT PERTAINS TO AGILE.
- Fundamental knowledge of the system development life cycle and system development methodologies such as RUP, ITIL, and others;
- Practical knowledge of research methods for best practices and introducing innovative and creative solutions;
- Superior ability to apply project management principles to accomplish results oriented outcomes;
- Excellent ability to identify problems and apply specialized knowledge in developing creative solutions within complex and unstructured situations;
- Ability to apply various quantitative and/or qualitative assessment methods to objectively evaluate alternatives;

Education

- A degree or diploma in Computer Science or related degree;
- Minimum of 4 years progressively responsible and diversified experience in a complex and multi-disciplined organization, in the areas of IT quality management and project management practices and processes;
- Project Management training and certification is desirable.
