We are currently recruiting on behalf of a high profile government department to fill a Commercial Finance role.

Candidates should have proven senior financial skills, preferably have a background in IT, and have worked within multidisciplinary teams.

This roles requires:

-Building a financial model business case.
-New bids for IT activities
-Evaluation of bids

Evaluation criteria for applicants will include:

1) Proven experience of working in senior finance role in a complex, multi-supplier IT re-procurement environment. (public or private sector)

2) Strong spreadsheet skills, experienced in building sophisticated business models for suppliers and evaluation

3) Proven experience working a multi disciplinary team alongside Business, Finance, commercial and technical IT colleagues

4) Supporting major business decision making in IT through financial knowledge, specialist advice and challenge

5) Demonstrated ability to communicate effectively at all levels of the organisation and engage with external government departments

This role will be within the IT Transformation Programme and will be responsible for the following key deliverables:

1. Commercial Finance leads will manage the financial aspects of procurement in Hosting or Network strands, these roles will produce a number of business cases and support the associated procurements which have a potential lifetime cost of 50m- 100m+ (5 years)

2. Production of all Business cases (Economic and Financial), ensuring the supporting documentation required are completed to the highest standards.

3. To support the financial governance, control and approval of each Business Case

4. To produce the financial procurement evaluation model (MEAS) and write the specific value releasing contract clauses such as Gain Share, Open Book, Benchmarking and Penalty regimes. It also requires the development of bespoke financial models specific to the new contracts.

5. To manage and control risks and issues and ensure the reporting of them. Knowledge experience of high value public sector IT procurement negotiation, processes strategies (or private sector IT bids). Advanced excel financial modelling for procurement evaluation models. Detailed knowledge of financial contract schedules. Experience of building financial business cases
