The appropriate person should ideally come from a development background where they have worked on the implementation of large billing systems on an Oracle database for a Telco operator.
You should be capable of confidently assessing the business needs whilst coordinating and being actively involved in the Solution Design and Architecture whilst maintaining a technical presence in order to be involved in the hands-on implementation of the system and the support of the development and test environments.
