-The Contractor staff shall possess at least a Bachelor's Degree in an engineering discipline (ie Electronics, Computer, Telecommunications, Math, Physics, Aerospace or Systems Engineering) supplemented by relevant postgraduate qualifications.
-The contractor staff shall have a valid security clearance at minimum NATO SECRET level.

The Contractor staff shall have the following skills:
-Be an English fluent speaker or shall demonstrate having fluent English language skills (advanced level), orally and in writing;
-Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with also good briefing skills;
-Be able to write comprehensive reports and documents in a short time for use by responsible authorities;
-Have computer skills with experience in office support tools (MS Office package, including MS Project) and with the Windows environment (XP or later).
-Have the ability to work independently and manage multiple tasks simultaneously under pressure.
-The Contractor Staff must possess a sense of integrity, diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organizations.

The Contractor Staff shall have the following experience:
-A minimum of 8 years of project management experience working in a multinational environment with proven success of planning, acquiring and implementing complex C4ISR projects.
-Recent experience (within the last 4 years) and knowledge of at least two of the following areas: ground surveillance systems; data collection and storage and dissemination; air surveillance systems; military communications and information systems; command and control systems; functional area services and applications.
-Have the technical background based on prior experience to understand all aspects of a CIS Target Architecture.
-First-hand experience in all phases of an acquisition of C4ISR systems.
-Experience with the NATO common-funded acquisition processes and procedures, and knowledge of the NATO organization and command structure.
-Experience with NATO Communications and Information Systems (CIS) and services.
-Hands on experience in the development and production of comprehensive statements, reports, technical and programmatic documents;
-A recognized formal Project Management qualification, such as Prince 2 or PMI PMP.
-It is highly desirable that the Contractor Staff has the following experience:
-Experience in designing and system engineering of military or other C3 or Joint ISR systems;
-Proven success as a project team leader in C4ISR acquisition projects,
-First-hand experience with the NATO Bi-SC AIS and their programmatic structure, technical requirements, architectural aspects and implementation processes.
-Experience with NATO Investment Committee and their supporting staff,
-Experience with NATO contracting and contract administration procedures.
-Experience in using SW packages ARIS, IBM Doors and Focal Point,
