Job description

The organization is looking for a program manager for the program GERS (Digitized and Rotterdam Cooperation).
The goal of the GERS program is to provide digital file management with 90% of the eligible work processes within 5 years (2017-2022) by arranging, centralizing and consolidating the paper files with the clusters. In the document management system, DIVA (Digital Information Facility Alfresco). As a result, the relevant Rotterdam officials and where possible with the chain partners find, share and manage digital documents quickly and easily, or work together on a single file.
The program manager for a management program must play an independent role. He/she is a bridge builder who, despite contradictory interests between different parties, is able to keep the dialogue going on and to encourage parties to come up with solutions. To this end, the program manager must gain confidence in all parties, he/she must radiate seniority and be able to solve problems. In particular, with regard to the decision-making process, he or she must then act with authority.

THIS INCLUDES:
Implementing the program plan as approved by the GERS steering group.
Send to the program, program results and results of underlying projects in accordance with agreed plans.
Ensure the proper staffing of the program and the projects according to the (purchasing) rules of the organization
Creating support with management, management and clusters and other stakeholders.
Anticipate bottlenecks and issues, find solutions and inform the client in a timely manner.
Organizing decision making.
Preparing steering group GERS, steering committee subordinate projects,
Provide reports (MIP, HPR, etc. according to agreements).
Steering on finance and accountability.
Enthusiasm and inform stakeholders in concern about program and digital goals.
Ensure support and commitment and at institutional and connection stages. Send on board and cooperation between the parties involved.

Continuously align on results, method and rollout with other digitization projects within the municipality of Rotterdam.
Purpose of the assignment/desired result:
Delivered results in accordance with the established program plan GERS;
Specifically: DMS (DIVA) designed and implemented, including transfer to management (basic device before roll-out and additional functionality during cluster roll-out);
Clusters connected to DIVA;
Behavior changed way of digital work within the group.

CORE TASKS:
Creates the program/project plan Disposes of content, content and decision-making with client and decision-makers; Explains the program/project plan to the client.
Takes care of the program/project manning, taking into account the necessary knowledge and competencies.
Carries out the realization of the program/project; Sends the program/project team, gives instructions and instructions, and involves - if desired - the environment (client, decision-makers, stakeholders).
Acts as chairman of the program/project discussions.
Monitor the program/project based on the GOTRICK aspects (Money, Organization, Time, Risk, Information, Communication and Quality) and if necessary, contribute.
Regularly reports to the client about the GOTRICK aspects.
Monitor and direct coherence (action) and complementarity between subprojects and program/project members.

Job requirements
A successful completed course towards HBO or WO ICT
A WO work and thinking level
Have completed a supplementary training successfully, namely Prince 2 Foundation and Practioner
Have completed a supplementary training successfully, namely change management
Have completed a supplementary training successfully, namely leadership

MINIMUM 5 YEARS EXPERIENCE AS PROGRAM MANAGER/PROJECT LEADER DIGITALIZATION
AT LEAST 7 YEARS OF EXPERIENCE WITHIN SEMI GOVERNMENT AGENCIES
MORE THAN 5 YEARS OF EXPERIENCE IN LINE MANAGEMENT
HOLD CERTIFICATE BISL
KNOWLEDGE OF ITIL
KNOWLEDGE OF INFORMATION MANAGEMENT (DIGITAL FILE FORMATION AND METADATA)
KNOWLEDGE OF DMS (DOCUMENTARY MANAGEMENT SYSTEM)
EXCELLENT COMMAND OF DUTCH LANGUAGE IN WRITTEN AND WORD.
