HSE Manager

A Renewable Energy Organisation is looking for an experienced HSE Manager to work on an Offshore Windfarm.

This freelance contract opportunity is to start as soon as possible, until 30 September 2014; working 10 hours a day, 5 days per week. The HSE Manager will be acting as a part of site management; execute requirements in HSE management system; and report on any noncompliancy with HSE requirements to HSE Operations Manager.

Key responsibility
Monitoring compliance with national legislation and the organisational health and safety management system' and ensuring management are fully informed of any compliance issues.
Ensure that HSE information is being communicated
Prepare and carry out HSE reporting
Advise the safety reps in chairing meetings and preparing agendas, as it is the reps meeting, not the managements meeting, at which issues of HSE can be discussed, objectives and plans reviewed and actions for continual improvement implemented
Register and ensure follow up on Accidents and Incidents are being carried out
Implement an internal audit program
Carry out HSE reviews of Contractors documents
Carry out HSE Site Inspection/walks reports and follow up on findings.
Campaigns/tool box talks/wind day activities
Monitor the HSE activities of the different Contractors and proactively follow up on their performance
Ensure that Competence Assessment of Contractors on site are carried out
Participate in HSE meetings
Encourage safety culture on site
Assist in the organising and co-ordinating of emergency drills and exercises, and provide inputs to the Emergency Procedures from any lessons learnt;
Assist and advise in draft procedures, instruction and contributing to the drafting and updating of other Procedures having HSE implications, for consideration by the Head of operation and assistant O regular reviews are carried out and any changes brought to the attention of staff affected;

Qualifications and Experience:
Minimum 3 years of HSE experience with in Offshore wind power, Operations or construction
Minimum 6 years as HSE manager
NEBOSH diploma or similar
Valid GWO training courses
Valid offshore medical

Special Provision:
The Consultant must bring his/her own PC with Microsoft Office software and mobile telephone.
The Consultant shall bring his/her own PPE (Personal Protection Equipment) and shall complete all necessary safety training to comply with site requirements.
