HS2 Project Manager

This role for a HS2 Project Manager has been released on a temporary basis for 6 months. The post holder will lead the Camden High Speed Two (HS2) Mitigation Group- OpenSpaces, Culture and Community - feeding into the joint HS2 Ltd and Camden Council HS2 Mitigation programme of work. They will be responsible for the delivery of the following objectives:

Open Spaces, Culture and Community Group -

* Mitigation of the effect of HS2 on green space, public realm, nature conservation, bio-diversity, public art, tourism, sports and health, community safety, play, community buildings (including libraries) & sustainability.
* Appropriate interim & long term measures to reduce impact on residents and users to maximise benefits on green space, public realm, nature conservation, bio-diversity, public art, tourism, sports and health, community safety, play, community buildings & sustainability.
* Clear measures implemented in Blight mitigation strategy and HS2 Hybrid Bill.
* Coordinate and respond to the HS2 Environment Statement, Hybrid Bill and Petitioning on behalf of the Open Space, Culture and Communities mitigation working group
HS2 creates uncertainty about the future for areas in close proximity to it, particularly at Euston where there will be large scale redevelopment, and further along the route where bridges and tracks may need to be rebuilt or where new vent shafts for the tunnels will appear.

MAIN DUTIES AND RESPONSIBILITIES

* Manage the day to day delivery in Camden Council of the mitigation groups, to agreed time, cost and quality standards e.g. the post holder will take responsibility for scoping, planning, business case development, project control and communication strategies, report production.
* Effectively manage project governance (including senior managers) and ensures adherence to the Councils project and programme management processes and best practice.
* Develop and maintain coherent plans and activities that contribute to the project.
* Effectively manage key stakeholders, third parties and suppliers including required communications with HS2 Ltd.
* With the HS2 programme team ensure appropriate and consistent community engagement in proposed mitigation programmes and works
* Provide secretariat function to the mitigation group
* Implement appropriate control measures (this relates to management of risks and programme issues and includes regular reporting) and take corrective actions as necessary to maintain the delivery of project benefits.
* Manage and coordinate the project on behalf of the Project Sponsors.
* Ensure effective project management, including project budgeting.

QUALIFICATIONS

* Educated to degree level or equivalent or able to clearly demonstrate the skills, knowledge and experience

* Knowledge of a broad range of Local government roles and functions
* Research, benchmarking and analysis tools and techniques
* Facilitation methods and tools

EXPERIENCE

* Significant experience of working in a project and programme environment (either project manager or programme manager)

Or

* Able to demonstrate an equivalent breadth and depth of knowledge associated with this across the complete lifecycle of project and programme management with an emphasis on successful delivery of benefits.

Experience of managing a diverse group of stakeholders in a complex organisation.
