Background
Our Central Government client is looking for a Health & Safety Manager for a 3 month contract in London. This is a functional management job within an establishment. The successful applicant will be responsible for Health, Safety and Fire leading on the provision of advice on Health, Safety and Fire issues within the establishment, ensuring compliance with legislation. They will also act as the lead on litigation matters.

Main Duties/Responsibilities
This is a non operational job with line management responsibilities. The job holder will be required to carry out the following responsibilities, activities and duties:
- Responsible for drafting and regularly updating local Health and Safety Policy Document
- Responsible for ensuring that the establishment has undertaken appropriate Health, Safety and Fire (HSF) risk assessments
- Responsible for keeping up to date and ensuring establishment compliance with changes in law and legislation in their field
- Responsible for ensuring workplace inspections and assessments are carried out and findings reported to the Senior Management Team (SMT), suggesting ways for improving compliance
- Responsible for strategic development of Health, Safety and Fire Risk Register (including Fire) and the associated action plan
- Responsible for coordinating the local Health, Safety and Fire Committee, writing and presenting reports, ensuring issues raised are addressed
- Responsible for acting as the establishment Litigation lead, managing cases through to resolution
- Responsible for writing annual performance statement (assurance statement) and prepare regular reports for senior management
- Responsible for coordinating training needs analysis and ensure that all relevant staff and prisoners receive appropriate Health, Safety and Fire related training (eg fire and manual handling)
- Responsible for managing the first aid provision for the site ensuring that there are adequate numbers of trained first aiders and coordinate their training
- Deliver Health, Safety and Fire related training courses
- Liaise with and support both regional and national Health, Safety and Fire Lead and carry out peer audits of other establishments H and S practices, providing advice, guidance and support
- Carry out and/or approve investigations and ensure all documentation is completed in relation to accidents and injury claims against the establishment
- Regularly liaise with outside agencies and relevant stakeholders in respect of Health, Safety and Fire issues Undertake other management tasks including:
- Responsible for the management of all staff within their area. This includes staff performance, development and annual appraisal through to sickness absence management

Main Duties continued
- Responsible for the achievement of qualitative and quantitative standards including verifying and signing off documentation as appropriate.
- Contribute to the delivery of financial planning required to underpin the business plan and proposals for the allocation of establishment budgets to meet the business vision, strategy and targets
- Contribute to the implementation of the delivery of the strategy and business plan for their Function
- Contribute to the establishment's overall achievement of Service Delivery Indicators and standards
- Attend relevant boards/meetings and actively contribute either as chair or team member
- Ensure the work areas and associated activities comply with Health, Safety and Fire legislation
- Responsible for ensuring litigation claims relevant to work area have been dealt with in accordance with policy

Skills/Experience Required
Essential
- Ideally 2 years+ experience in a leading Health and Safety role

Desirable
- Level 4 or 5 in Occupational Health and Safety or alternatively a degree or diploma with equivalent experience.
