My central Government client are looking for an experienced Development and Implementation Health and Safety Manager with experience within NHS or the health sector.

This post will be positioned within the client's Corporate Development Team. The candidate should have a NEBOSH Certificate or Diploma, relevant health and safety experience and any industry qualification.
The successful applicant will act as the expert advisor on health and safety to the organisation and implement service improvements.

Their responsibilities will be as follows:

* To be the recognised expert on all issues relating to health, safety and welfare.
* To develop, manage and take forward the Health and Safety policies, systems and processes in order that the highest standards are maintained.
* To advise the organisation, Committees, managers and staff on relevant legislation and best practice.
* To provide advice to the Risk Manager and Chief Compliance Officer (CCO) regarding compliance with legislation and national directives, specifically from the Health and Safety Executive (HSE), NHS Litigation Authority (NHSLA) and the Care Quality Commission (CQC).
* To manage and work with a team of Regional Health and Safety managers to ensure all facilities and staff are in full compliance with the nationally developed policies, systems and processes.
* To take direct responsibility for all aspects of Health and Safety at the NHS CB's central offices.
* To ensure that nationally developed policies, systems and processes are appropriately adapted for the localities.
* To develop, implement and manage on NHS CB-wide health and safety policy and other associated policies to include, Display Screen Equipment (DSE), Control of Substances Hazardous to Health (CoSHH), Lone Working and Conflict Resolution.
* To act as the NHS CB's Liaison Officer with the Counter Fraud Security Management System on all aspects of Conflict Resolution training. To arrange, implement and monitor training to ensure compliance with the National Syllabus.
* To develop and manage communication chains with external regulatory bodies, in particular, The Health & Safety Executive to ensure relevant legislation is updated and best practice is shared and to act as a point of contact/Co-ordinator in the event of external visits and audits.
* To be responsible for incident reporting and safety alerts management to ensure that appropriate deadlines are met.
* To ensure any work related Injury, Disease, or Dangerous Occurrence as defined in 'The Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995' (RIDDOR) is reported to the Health & Safety Executive within the appropriate time-scales.
* To analyse and assist managers in accident/incident investigations following incidents and advise on emerging risk reducing needs.
* To undertake environmental health and safety assessments and compile reports with recommendations for managers/the NHS CB, to include current and new buildings.
* To audit stress management measures in the organisation and individual departments in collaboration with appropriate departments
* Lead on, in conjunction with the appropriate department, health surveillance programs.
* To identify possible difficulties in meeting legislation and national standards and assist in the development of strategies to overcome them.
* To identify, develop and implement all required Health and Safety Training
