OUR CLIENT IS BALFOUR BEATTY AND WE ARE RECRUITING FOR AN EXPERIENCED INTERIM HSE MANAGER WITH EXPERIENCE IN UTILITIES, PARTICULARLY GAS & WATER.

ROLE PURPOSE:

To provide the strategic and operational direction for HS on Contracts in the South East of England, ensuring compliance with legal, business management system and client requirements. Supporting the delivery of HSE objectives for the contracts and working with the operational teams to deliver on key requirements of the annual action plan. Providing a safety performance coach approach to the development of safety excellence including supporting and developing safety advisors coaching skills.

The role requires managing the safety advisor function on the contracts and mentoring and coaching operational teams to undertake their accountabilities with respect to health and safety. Involvement in all stages of the project including design and planning, working with key contract figures to manage health and safety risks appropriately and supporting the Thames Alliance during the ECI period.

KEY ACCOUNTABILITIES:

- Working with the contract leadership teams to drive improvement from the top.
- Liaising with and working with the clients representatives on health and safety matters
- Providing support, guidance and coaching end to end in the project cycle
- Driving up front risk elimination
- Coaching staff and supply chain
- Support up front and regular planning
- Supporting the ECI period of the Thames Alliance

KEY RESPONSIBILITIES:

- Coach the operational team at all levels in carrying out their health and safety accountabilities and promoting an environment of a Just and open culture
- Ensure that all work is carried out in accordance with the Company's Policies and Procedures, Health and Safety Legislation, including CDM and Environmental standards
- Aid the on-going development and maintenance of the contract safety plans in line with corporate practices, contractual obligations
- Direct and control the safety advisor function to ensure that they are appropriately trained, competent and motivated to carry out their responsibilities to the required standards
- Liaise with client representatives to ensure all parties' interests are being fulfilled and portray the Company's professional image at all times
- Ensure compliance with the management, monitoring, and review procedures to cover all aspects of the project's SHE demand, including subcontractors.
- Monitor the projects HS Performance through Active and Re-active processes to promote continuous improvement in performance
- Carry out trending of reactive and proactive data and work with the operational staff to develop ways of working to improve HS performance
- Continually strive towards risk elimination and embed this philosophy with the project.
- Liaise with Operations to ensure actions arising are closed out in a timely manner and feed back into management review meetings
- Support incident investigations and ensure effective learning across the project and business
- Serve as first level contact for HS Enforcing Authorities
- Develop and deliver audit regime in line with both project and business requirements.
- Provide technical expertise on CDM compliance

SKILLS REQUIRED:

- NEBOSH Diploma/NVQ Level 4/Degree qualified
- Corporate Membership of IOSH
- Strong background in safety management and experience in a similar role
- Experience of the Utilities/Construction Industry.
- Experience of managing safety officers and advisors.
- Experience of presenting strategic proposals to the Client.
- Ability to set SMART objectives and monitor the implementation of these objectives.
