Head of Housing - Financial Investment and Strategy

HEAD OF HOUSING - FINANCIAL INVESTMENT AND STRATEGY

A senior opportunity as a Head of Housing for Financial Investment and Strategy with a London Council. They are looking for someone to lead a team delivering high quality, commercial, responsive, effective and timely advice on all financial aspects of housing investment and the financial aspects. Along with supporting and developing the strategy for the councils own Housing stock with key decision makers. This will be related to the development of the Housing & Regeneration Department strategies in the context of corporate priorities and value for money. The position is going to be offered on a contract basis with a senior daily rate and will be based in West London.

ROLE RESPONSIBILITIES

* Co-ordinate the production of strategic financial planning including both the Housing Revenue Account 30 year business plan and financial business planning for the Local Housing Companies.

* To work with senior management to dovetail the detailed asset management plans and financial strategy in the most efficient, effective way as well as identifying loss making activities which will require a strategic review.

* To co-ordinate the appraisal of new housing and regeneration investment opportunities.

* To co-ordinate timely, accurate monthly financial monitoring and forecasting on regeneration schemes.

* To co-ordinate cash flow monitoring and forecasting on new housing development.

* To lead the preparation of the Housing and Regeneration Departments capital budgets, working closely with the Director of Property Services and Asset Management.

* To contribute to the management and leadership of the finance service, in particular through support to senior managers by representing them on project teams and boards.

* To provide the necessary leadership, motivation and development of staff.

CANDIDATE REQUIREMENTS

* Extensive experience of capital accounting for property development and financial business planning at a senior level. Ideally with experience in the residential property sector, within a Registered Provider or a private sector developer.

* A CCAB qualified accountant would be ideal and must be educated to at least degree level.

* Ideally has a successful background within senior finance positions, in large, complex organisations. Has also exploited new opportunities, lead and managed change and has implemented improvements.

* Staff management experience, including evidence of leading and developing staff.
