Projektbeschreibung

DESCRIPTION

1.1. The Management Information Branch (MIB) has been formed as the business intelligence unit for Army HQ. It is responsible for enabling the generation of information to support Army business strategy and objectives.

1.2. The MIB is principally focussed on the production of effective management information through the exploitation of the significant range of IT systems held by both the Command and Defence as a whole. The key principle in the production of effective MI is the quality of the Information Exploitation (IX) reporting capability which both enables and exploits it. In practical terms this involves data analysis and the manipulation of complex data sets.

1.3. MIB has a requirement to support the Army Reserve Development Programme (ARDP) and their information requirements for a Performance Management dashboard and analytical capability. Currently Army Reserve information is met through a number of reporting capabilities and there is a need to promote the coherent use of authoritative data sources with agreed business rules to ensure that information is consistent across the Army.

1.4. There are known issues with the data quality, fidelity and coherence of data that needs to be captured by working with the Subject Matter Experts (SMEs) and relevant stakeholders. The impact of these issues needs to be identified, quantified, documented and addressed by the appropriate authorities.

2. AIM

2.1. The Army Reserve Development Programme Data Analyst will be responsible for development of Army Reserve reporting services in support of the ARDP and wider information requirements. The analyst will focus on training systems data and work alongside ARTD to provide assured and authoritative data for wider exploitation.

3. DESCRIPTION OF TASKS

3.1. The tasks for the ARDP Data Analyst are:

3.1.1. To analyse the Army HQ information requirement for training data, identify and agree with relevant stakeholders the authoritative data sets needed to support those requirements.

3.1.2. Support the development of those authoritative data sets and the setting up of a regular interface between ARTD training systems and the Army Data Warehouse (ADW).

3.1.3. Conduct data analysis on current and historical data sets, design, build and publish reports as requested by MIB.

3.1.4. Quantify data quality and fidelity issues associated with Army training information and work with appropriate stakeholders to agree and implement any transformation or business rules required.

3.1.5. Advise on design and information architecture for Army Reserve reporting.

3.1.6. To produce design documentation in accordance with AIS and MIB standards.

3.1.7. To undertake any other analysis, process work or related tasks that may be required by MIB and produce PRINCE 2 project or specialist documentation as necessary.

4. CONTRACTOR REQUIREMENTS

4.1. The requirement is for a singleton post 5 days per week.

4.2. Specific skills required are:

4.2.1. Strong background in data and systems analysis

4.2.2. Report developer experience using Business Objects and OBIEE.

4.2.3. Knowledge of Oracle database technologies

4.2.4. Experience of Data Modelling for relational databases.

4.2.5. Knowledge of SAS toolsets for data integration and analysis

4.2.6. Knowledge and understanding of MOD data within Defence applications.

4.2.1 The candidate must have the ability to record work in suitable technical and documentary format with attention to detail and credibility in both technical and practical professional areas.

4.3. Experience of working with Army personnel would be advantageous.

4.4. Security - All contractors should have the necessary security clearance to be able to access MOD premises and information up to SECRET - UK EYES ONLY (SC).
