Our client has a specific requirement for a Programme Manager with in depth knowledge of commercial and residential property development, the commercial experience needs to be office new build and conversion and industrial building development. This development is a difficult waterside site so knowledge of harbour side development, planning infrastructure and engineering will be invaluable as is an understanding of the public and private sectors and the ability to work with public and private partners and being politically astute.

The following skills and experience are required:
* The post requires significant post qualification professional experience in industrial, commercial and housing property development, property legal and planning issues, public funding, estate management,
commercial investment and high-value property investment.
* Experience of negotiating and completing property transactions in the private and public sectors.
* Experience should include completing property acquisitions and disposals, development appraisals, joint ventures, limited partnerships/local asset backed vehicles and a good understanding of
corporate structures and development funding.
* Significant experience in managing at a senior level economic development, planning, regeneration and related projects.
* Experience of the successful delivery of cross disciplinary functions to achieve property development and regeneration objectives.
* Experience of providing leadership, innovative thinking,communications, negotiation and motivation and setting performance standards.
* Knowledge of economic development policy (regional, national and European frameworks) and of good practice, particularly in relation to developing and implementing innovative policies and funding strategies.
* Experience in the management of budgets.
* Experience in dealing with business and political implications arising
from decisions.
* Proven success in managing external client/partner relationships at a senior level, securing complex planning permissions and negotiating development and investment projects to successful conclusion.
* Experience in presenting evidence/representations at public enquiries or other such hearings and presenting reports to decision-making Boards, Committees and representing client organisations at public meetings.
* Experience of project management of major development projects.
* Experience of writing, developing and procuring strategies in a partnership environment. Demonstrable experience of writing detailed numerate reports and business cases, and in making recommendations
and presentations to senior management.
* Responsibility for and experience in staff management and motivation.

Knowledge
* The post requires extensive knowledge of property management, landlord and tenant law and the methodology and principles of property investment and development, property legal and planning law, public funding, discounted cashflow analysis, development appraisal and property finance.
* Knowledge of design, construction management, development, building agreements, property transfer and planning policies and processes.
* A good knowledge of the industrial, commercial and housing property markets and local market conditions and an awareness of current issues affecting the property sector.

Qualifications
* A Member of the Royal Institution of Chartered Surveyors, Royal Town Planning Institute, Institution of Civil Engineers, or comparable organisation.. Educated to degree level preferably in property, estate management, planning, construction or a relevant subject.
* A management qualification
* A full driving licence
* Ability to qualify for and obtain a MOD security pass
